The Embassy of Ireland in Uganda was opened in 1994, and serves the purpose of advancing the good relations between Ireland and Uganda and representing lreland’s interests in Uganda. The main work of the Embassy is in relation to the development cooperation programme (lrish Aid), political engagement, visa and consular services, and promoting trade between the two countries.

The Embassy of Ireland in Uganda is seeking a dynamic and experienced individual to join our organisation to work on the Irish Aid programme. Ireland is about to commence Year 3 of a 5 year Country Strategy Paper (2016-2020) which aims to support poor, vulnerable and marginalized individuals to attain a decent living in line with Uganda’s Second National Development Plan with a focus on supporting sustainable social protection programming, reducing the number of HIV infections, strengthening access to and completion of quality education supporting organisations working on human rights and good governance particularly in Karamoja. The budget for 2017 is 617 million.

Responsibilities
The HIV/AIDS advisor will be required to manage the HIV/ AIDS programme in accordance with agreed institutional standards of programme/grant management, lead on the Embassy's engagement in national level policy dialogue and external representation on HIV, Sexual and Reproductive Health (SRH) and related issues, drawing on learning from Karamoja. In addition the advisor will provide a support role on strengthening HIV mainstreaming across the programme; ensure documentation and sharing of learning from the HIV programme including with the Irish Aid network of health and HIV/AIDS arlvisors; identify strategic research gaps; advise management on new research and learning emerging nationally, regionally and internationally as well as manage and monitor the implementation of the Embassy HIV/AIDS Work place policy. The advisor will report to the Deputy Head of Co-operation.

Essential Qualifications, Experience and Skills:-

  • Masters degree in a relevant field (Behavioural Sciences, Public health, Development Studies and other related fields).
  • At least five years of specific post qualification experience and 3 current references at the same level in a similar role with a bi-lateral, multi -lateral organisation, Government or NGO.
  • Demonstrated experience in strong programme planning, implementation, management and monitoring skills.
  • An excellent understanding of the national, regional and global HIV and SRH context.
  • Ability to work as part of a team and in partnership with other stakeholders.
  •  Excellent interpersonal, written and verbal communication skills.

Desired Skills:

  •  Experience and knowledge of the Karamoja sub-region. Conditions of employment
  • This successful applicant will be offered a two-year contract which will be subject to a 6-month probationary period and a performance assessment
  •  The candidate will be based in the Embassy of Ireland, Kampala and will be provided with office and support facilities. Though Kampala based, the candidate is expected to undertake regular travel to Karamoja and occasional international travel if required.
