Civil Aviation Authority ( CAA ) is a corporate body responsible for regulation of civil aviation in Uganda It manages Entebbe international Airport (EIA) and thirteen (13) other upcountry aerodromes CAA carries out its work in conformity with international Civil Aviation Organisation (ICAO) Standards and Recommended Practices (SARPs).The Authority now plans to recruit suitably qualified Ugandans of impeccable integrity and Commitment to fill the following position in its establishment as detailed below:

POST: Safety Coordinator
REPORTS TO: Director Safety Security & Economic Regulation
SALARY GRADE: II
VACANCIES: 01
AGE: Should be between 35 to 45 years of Age.

JOB PURPOSE: To discharge functions and administration safety requirements in respect of ICAO safety. Continuous Monitoring Approach (CMA) and State Safety Program (SSP) implementation and compliance.

PRINCIPAL ACCOUNTABILITIES:
Functional

  • Participates and makes contributions to the development of DSSER departments regulations and Technical Guidance information development and revision.
  • Participates and makes contributions to the development of DSSER department reports for submission to ICAO CMA On Line frame work.(OLF).
  • Participates are makes contributions to the departmental Safety Progams risk: assurance and promotion management activities and consolidates them into the State Safety Program.
  •  Participates and makes contributions to the development of DSSER departments Training Programs and Inspectors Training plans Maintains an up to date inspectors training records,
  • Participates and makes contributions to ensure the Business Plan provisions contain adequate allocations for the DSSER safety requirements.
  • Participates in the preparation of annual budget inputs for the department.

Safety Management and Coordination

  •  Coordinates implementation & operationalizing activities of the Directorate:
  • State Safety Program (SSP)
  • Quality and Risk Management (QRM)
  • Continuous Monitoring Approach (CMA)
  • Inspectors Training Programs are Planning.
  •  Safety Oversight Facilitated integrate" Application (SOFIA)
  •  European Coordination Centre for Accident and Incident Reporting Software (ECCAIRS)
  •  Manages and coordinates the Directorate (FSS. ANS AGA & A\/SEC) On Line Programs: inspectors Training Systems (ITS), Safety Oversight Facilitated integration Application SOFIA, ICAO USOAP'/USAP On‘ Line Framework l Continuous Monitoring Approach (CMA)
  • Deputizes the ICAO Universal Safety Oversight Audit Program (USOAP) Universal Security Audit Program (USAP) CMA National Continuous Monitoring Coordinator (NCMC).
  • Functions as DSSER State Safety Program Coordinator.
  • Manages and coordinates the State Safety Program Safety Data Collection, analysis and storage.

Human Resource Management.

Relates with and supervises the designated department resource persons assigned for the different functions. (i.e, For: CMA. 559 Quality & Risk & ECCAIRS).

QUALIFICATIONS/REQUIREMENTS

  • Possession of a Bachelor's Degree in Engineering or information Technology from a recognized University.
  • Knowledge in Information/ Software management and Administration is an added advantage.

EXPERIENCE
At least 3 years relevant working experience in the civil aviation industry flight operations and or Airworthiness administration.

KNOWLEDGE / SKILLS AND TRAINING

  • Government Safety inspector (GSI) Course
  • Establishment of a State Safety Oversight System course
  • Knowledge on the Uganda Civil Aviation legal framework
  •  Knowledge of the Civil Aviation Safety Management
  • Inspectors Training Systems (ITS) Course
  •  Knowledge of the Safety Oversight Facilitated Integration Application (SOFIA)
  • Knowledge on ICAO Annexes and Standard & Recommended Practices (SARP’s)
  •  Knowledge on ICAO USOAP / USAP Or. Line Framework -Continuous Monitoring Approach (CMA)
  • Knowledge of the European Co-ordination Centre for Accident and Incident Reporting Software (ECCAIRS)
