Job Title: Expert on Awareness Raising and Communication on Land Tenure and management in Uganda.
Reports to: Team leader of Responsible Land Policy Uganda (RELAPU)
Duty station: Mityana, Uganda

Responsibilities
The Field Expert on Awareness Raising and Communication is responsible for

  • The conceptual design for Continuous Awareness Raising and Information Dissemination (CARID)
  • The implementation of the visibility plan of the project
  • The close collaboration with the MLHUD, District Authorities, Land-related NGOs, and other Development Partners and the support to coherent approaches
  •  ensuring regular reporting on project progress, innovations and results
  • mainstreaming gender sensitive approaches

The Field Expert on Organisation performs the following tasks:

Tasks
Facilitate and organize the communication and awareness raising efforts of the project

  • Close liaison with local government and non-government partners in Mubende and Mityana districts as well as the Ministry of Lands on developing and implementing a comprehensive communication and awareness raising strategy
  • Technical advice to partner organisations from civil society organizations, traditional authorities, private investors and representatives on communication and awareness rising on land management and land rights issues
  • Identification of training needs and collaboration with Field Expert on Capacity Development on the development of training courses and capacity building
  • Negotiation, management and Supervision of implementation tenders with partner organisations for awareness raising and communication activities
  • Support to the establishment of dialogue platforms between finance providers, farmers and land owners
  • Active participation in and organisation of multi-stakeholder dialogues and other platforms on land management and VGGT application in the region
  • Enhance collaboration with other partners and projects working on lands issues
  •  Ensure particular locus is given to rights of women and marginalized groups Initiate and oversee the implementation of financial agreements with partner organisations

Implementation of responsible land policy

  •  Organization of multi-stakeholder dialogues between civil social organizations, traditional authorities, private investors are representatives of the state on good land governance following the “Voluntary Guidelines on the Governance of Tenure“ (VGGT)

Other duties/additional tasks

  • Support to conflict management and conflict resolution processes on conflicts arising in the course of land inventory procedures
  • Other duties and tasks at the request of project team leader

Required qualifications, competences and experience
Qualifications

  • University degree in public relations and communication with proven knowledge on land management in Uganda

Professional experience

  • Minimum 5 years‘ professional experience in the preparation and implementation of communication and awareness raisin strategies
  •  Experience in the context of securing land rights in rural Uganda is an advantage
  • Work experience in Mityana/Mubende or adjacent regions would be an asset
  •  Very good knowledge of English and Luganda languages

Other knowledge, additional competences

  • Good working knowledge of lTC technologies and relate software (Photoshop, GIS, design software, etc. ) and compute applications (e.g. MS Office)
  • Strong understanding of cultural, socio-cultural context i Central Uganda region Experience on gender mainstreaming and results based monitoring desired
  • Active, flexible and dynamic team player and excellent networker
  • Very Good writing and communication skills;
  • Experience in workshop organisation or events management
