Responsibilities
The Field Expert on Organisation is responsible for:

  • obtaining ordinances from the two district councils (Mityana and Mubende) and the Ministry of Lands permitting systematic inventory works
  • liaising with government and non-government partners involved in the land inventory process
  • assurance of compliance of procedures and procedures in line with the National Land Policy 2013
  • preparing and evaluating tenders for fieldwork contracts
  • monitoring and evaluation cf the of quality and quantity results delivered by the contractors
  • organizing the dialogue between finance providers, farmers’ and land owners’ associations in stakeholder meetings
  • the provision of technical and policy advice on Mai/0 land rights and conflict resolution processes

The Field Expert on Organisation performs the following tasks:

Tasks

  •  Facilitate and organize the framework conditions tor the issuance of land inventory protocols for tenants on private Mailo land
  • Close liaison with local government and non-government partners in Mubende and Mityana districts as well as the Ministry of Lands on setting up processes and procedures for the implementation of the project activities on land inventories on private Mailo land
  • Technical advice to partner organisations from civil society organizations, traditional authorities, private investors and representatives on land management and land rights issues
  • identification of training needs of key stakeholders and collaboration with Field Expert on Capacity Development on the development of training courses and capacity building
  • Negotiation, management and supervision of implementation of tenders with partner organisations for fieldwork activities
  • Establishment of dialogue platforms between finance providers, farmers and land owners
  • Active participation in and organisation of multi-stakeholder dialogues and other platforms on land management and VGGT application in the region
  • Enhance collaboration with other partners and projects working on lands issues '
  • Ensure particular focus is given to rights of women and marginalized groups implementation of responsible land policy
  • Organization of multl-stakeholder dialogues between civil society organizations, traditional authorities, private investors and representatives of the state on good land governance following the ‘Voluntary Guidelines on the Governance of Tenure" (VGGT)

Other duties/additional tasks

  • Support to conflict management and conflict resolution processes on conflicts arising in the course of land inventory procedures
  • supporting the Expert of Monitoring and Evaluation on results based monitoring and the identification of knowledge products
  • ensuring regular and timely reporting on project progress, innovations and results
  • mainstreaming gender sensitive approaches
  • Other duties and tasks at the request of the project team leader

Required qualifications, competences and experience

Qualifications

  •  Degree in land surveying, cartography, land management and tenure, or relevant field
  • An Msc in Geo-informatics is a desirable additional qualification Professional experience
  • Minimum 5 years‘ professional experience in land management, land surveying, and land rights in Uganda
  • Minimum 5 years‘ professional experience in land surveying, inventory and land registration ~ Experience in conflict mediation and establishing of systematic conflict resolution structures
  • Work experience in Mityana/Mubende or adjacent regions with Mailo land tenure would be an asset
  • Very good knowledge of English and Luganda

Other knowledge, additional competences

  • Good working knowledge of ITO technologies and related software (GPS, GIS, AutoCAD) and computer applications (e.g. MS Office)
  • Strong understanding of cultural, socio-ethnical context in Central Uganda region in particular when it comes to private Mailo land tenure systems
  • Experience on gender mainstreaming and results based monitoring
  • Active, flexible and dynamic team player and excellent networker
  • Good writing skills;
  • Excellent communication and coordination skills
  • Experience in workshop organisation or events management
