JOB TITLE: Procurement and logistics officer
DUTY STATION: Kampala but with frequent TRAVEL to the upcountry programs.
CONTRACT START DATE: As soon as possible.

BTC, the Belgian Development Agency, together with different Government Ministries, are implementing the bilateral co-operation between Uganda & Belgium. The BTC Health Program is looking to recruit a Procurement and Logistics Officer. She/he will work under direct supervision of the international Financial and Contracting Coordinator (FCC) and is the supervisor of the drivers of the program based in Kampala.

Major Roles and Responsibilities:

• Takes the lead in procurement planning of purchases 25.000 EURO as per assigned BTC Sector/Component
•  Takes the lead in all procurement and logistics aspects (including coordination and supplies of works, services) for the different projects;
• Develops and applies in an innovative way e quality control mechanism for contracting and executing all the procurement and logistic aspects,
• ls responsible for building capacity of project stakeholders and beneficiaries in stock management to order to:
• Advice and participate in the procurement of services, supplies and works;
•  Select within time the purchase of investments, stationeries and services in respect with the Ugandan and Belgian procurement procedures
•  Check and control the quality, time and costs (value for money) of all sector/component/projects activities related to supplies, services and works; '
•  Coordinate, organise and supervise with the suppliers the beneficiaries, the sector/component/projects and consultants the delivery of furniture, equipment and services.
•  Roll out changes in procurement Legislation following the sector/ component/projects procedures;
•  Manage the vehicle fleet by supervising the team of Drivers (between 4-10) by controlling car documents for maintenance and reparations
• Establish and maintain databases (of registers and inventories)
•  Give innovative solutions after analysing tracking systems and fuel consumption Education:
• University degree in Procurement and/or Logistics Management and/or related studies;
• Any other Procurement relevant courses will be of an added advantage.

Job Experience and Person Specifications:

•  Minimum of Five (5) Years proven experience in working with tendering procedures and logistic issues;
• At least Five years of professional experience in a similar type of job in an international organization, development cooperation, diplomatic or consular structure;
• Proven experience in Ugandan public procurement (purchasing of computers, consultancy services, office supplies, office furniture, cars, etc.);
• Ability to write and identify material technical specifications;
• Good knowledge of quality and safety standards;
• Excellent language skills in English, both written and spoken;
• Pro-active and integrity and a positive attitude;
• Mature, good communication skills;
• Good knowledge of software and database applications (MS Word, Excel and Access and Outlook) and teaming ability for new innovative tools (shared sewers, e-filing, ERP-systemm);
• Able to work under stressful conditions;
• Flexibility to go on regular field missions.

Salary Package:
BTC will offer a competitive salary package with a gross monthly salary income of between UGX 3,900,000 and UGX 4,600,000 depending on the relevant years of work experience, medical insurance for staff, spouse and biological dependents plus a 13th Month compulsory package paid together with the December salary.
