JOB DETAILS:
Job Purpose
To support Digital Health Service Delivery within the 6 target districts for eCHIS scale up and build capacity of district health teams in effectively implementing the eCHIS to achieve returns on investment.

Key Responsibilities
• Build capacity of district teams in offering first line support in troubleshooting the digital health data gaps on the eCHIS, escalation to national level and follow up for resolution and closure.
• Offer Technical Assistance (TA) to District Health Management Teams on the various Digital Health systems and, Performance Management & reporting tools.
• Champion the digital Health system policies adoption, and feedback gathering (for improvements) at district level.

Capacity building
• Build capacity of the national trainers of trainers on the digital components of the eCHIS.
• Build capacity of the national and district teams in troubleshooting the eCHIS.
• Build capacity of the national and district level teams in monitoring the performance of the eCHIS.
• Support the national and district teams during installation of the eCHIS on VHT devices.
• Provide support to the ToTs during trainings.

eCHIS system improvement feedback
• Supporting collation of eCHIS system changes, both minor and major at districts (VHT and Supervisor) levels and offering feedback to national level teams for improvement.
• Support and build capacity of district teams in User Acceptance Tests (UATs) of new system features and workflows prior to rollout.
• Reporting feedback and recommending necessary changes based on conducted UATs and eCHIS Systems performance.

Issue resolution
• Support design of digital knowledge-based management documents to support district field teams with simple troubleshooting and issue resolution.
• Offer technical IT assistance to the District Health Management teams to enable them drive digital health programs effectively.
• Support District health management’s teams in performance reviews.

Digital Health Tools Usage, Maintenance and Inventory Management
• Support and build capacity of district teams with preventive Maintenance of all devices in eCHIS implementation sites to ensure that they are in good working order.
• Support training of district teams in diagnosis and provision of solutions/repair or escalation any device issues to the national support office.
• Support training of district teams on device setup, configuration and mapping according to MOH standards.
• Train district teams on promoting best practices in usage of digital devices by VHTs.
• Support with assignment of all assets dispatched from the MOH support office to the respective beneficiaries in the target districts and ensure the asset Tracker and all related device agreements are signed and archived.
• Support district teams with keeping a detailed up-to-date record of devices and any other assets for audit purposes.
• To support implementation of the MOH IT Assets Policies within the districts.

Service Desk Support
• Build capacity of district teams in provision of first response (acknowledgement) to any eCHIS technical issues reported in the eCHIS target districts within agreed timelines.
• Build capacity of district teams in conducting a trend analysis of all issues reported in the service desk to identify recurring and unique eCHIS issues.
• Keep a clear log of application issues and incidents (known errors) for purposes of reference and continuous improvements.
• Support development of Resolution user manuals (self-service) for frequently encountered issues to enable users to troubleshoot and resolve some issues without escalation.
• Contribute to the national eCHIS Technical Known errors Knowledge management database to enable quicker issue resolution.

Process Development
• Support district teams with designing and automating all repetitive IT processes to simplify and quicken processes in relation to eCHIS.
• Document, deploy and share any findings with the eCHIS project manager.

Academic Qualifications
Degree in Computer Science or a related field.

Work experience required
Minimum of (1) year relevant experience.
