Learn more at bantwana.org World Education inc. IBantwana (WEIIB) is implementing a five-year USAID funded BETTER OUTCOMES Project for Children and Youth in Eastern and Northern Uganda. The goat of the project is to improve the wellbeing of children and youth orphaned and made vulnerable by HIV and other adversities in Eastern and Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women's Efforts to Save Orphans (UWESO), Youth Alive and Friends of Christ Revival (FOC-REV); each responsible for specific technical aspects of the project. The project is being implemented in 20 districts.

Position: Grants Manager
Reports to: Finance and Operations Director
Duty Station: Jinja, Uganda

Job Summary
The Grants Manager, based in Jinja, provides full cycle support to sub-grantees under the USAID Better Outcomes project. The Grants Manager ensures that all administrative and financial aspects of grants and contracts management are performed efficiently and to a high standard oi quality, from the planning and application phase through contracting, reporting, and closeout. This position ensures that the portfolio of sub-awards complies with WEI/Bantwana policies and USAID requirements, with an emphasis on oversight of financial reporting and contractual compliance.

Major Responsibilities:

  • Provide leadership and oversee execution oi a complex grants management portfolio
  • Perform functions of financial administration and reporting to include, but not limited to: preparation and timely submission of sub grantees reports, development, and adjustment of associated budgets, coordination of budgeted funds.
  • Provide oversight and lead capacity building approach of partner staff to meet compliance standards and other contractual obligations
  • Supervise Grants Officers and Administrative staff supporting grants management
  • Review partner cash requests and ensure timely disbursements lo the partners.
  • Assist in the budget development process and period budget analysis duties as assigned by the Chief of Finance and Operations or his/her designee.
  • Provided input into periodic work plans and carry out progress review of all key outputs and financials (bum rates); monitor and report on partner performance on meeting obligations of partner agreement including targets and reporting deadlines.
  • Monitor Grants Officer's field visit financial review reports and make recommendation tor actionable items.
  • Prepare Quarterly summarized performance response by partner and consolidated for submission to management for any further action, with detailed proposals for improvement.
  • Prepare quarterly audit issues report to ensure all audit recommendations are addressed.
  • Lead the preparation and implementation of training and support supervision to all partner staff to strengthen their financial management.
  • Ensure sub-agreements are completed and awarded in compliance with USAID and WEI/Bantwana Policies
  • Serve as the liaison between the grantee organizations and WEII Bantwana to ensure contractual obligations for the projects are met and to process contractual actions such as specialized equipment purchases, deliverables, modifications, and closeouts.
  • Maintain an award consolidated tracker tor all partners to document processes for each grant cycle. Compile and organize all grant materials.
  • Follow up on all outstanding disallowed costs and actionable issues emanating from field visit.
  • Be a Contact person and play a liaison role with the Implementing Partners and CSO‘s and provide them with technical support in regard to grants Management.

Qualification, Knowledge, Skills, Attributes and Abilities:

  • A minimum of 7 years‘ experience managing grants under a USAID program.
  • Knowledge at grant processes including accounting and financial reporting. _
  • Proficient in the use of financial management software to include spreadsheets and/or databases, required.
  • Ability to interpret complex grant funding requirements, submissions, and budget projections;
  • Ability to review the work of others to ensure conformance to standards; ability to communicate effectively across a broad spectrum of staff, both orally and in writing required.
  • Experience managing and building grants management capacity across a range of small and larger organizations.
  • Experience in managing and building the capacity of a small grants team.
  • Demonstrated strong organizational and interpersonal skills;
  • Fluent in oral and written English and excellent writing skills
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines;
  • Possess a high standard of personal and professional integrity
  •  Willingness to work as a team member, taking on additional tasks as needed to ensure the overall success of the protect
  • High level of attention to detail, ability to multi-task and work well under pressure.
