About US:
In 2011 eight development partners set up the Democratic Governance Facility (DGF) to support state and non-state partners to strengthen democracy, protect human rights, increase access to justice and enhance accountability in Uganda. The Facility does not implement programmes directly, but is currently supporting approximately 75 national, regional and district-based partners working to strengthen democratic governance. Pending final budget approval, the eight development partners behind DGF have agreed to continue support to the DGF in the period January 2018 – December 2022. A similar amount of implementing partners are envisioned to receive support based on Calls for Proposals. The coming phase of the DGF will build upon the lessons and results of the first phase, whilst designed to ‘re-fresh’ its approach and engagement with the Government of Uganda – to demonstrate the value of a governance programme which connects to national priorities and commitments of the Government.

Job Summary: The Head of Finance and Administration will manage the finance- and the Administration Department in the DGF Office. The incumbent will take the lead in managing the Finance and the Administration Department in the DGF Office starting 1 January 2018 (pending final approval of the budget). The HoFA will manage the Senior Financial Management Adviser and four Financial Management Advisers supervising the Programme Accountant. Furthermore, the HoFA will supervise the Administration and Logistics Manager (ALM), who is responsible for supervising the Office Administration Assistant and drivers.

Key Duties and Responsibilities:

  •   As a member of the Senior Management Team, supporting the organisation in strategic and operational planning and budgeting, ensuring that the organisation accomplishes its goals.
  • Tasked with ensuring the sound use and management of organisational finances, following generally accepted accounting principles.
  • Ensuring that all compliance/due diligence checks are conducted in accordance with the relevant manuals and that payments are released to implementing partners as soon as requirements are satisfied.
  • Maintaining rigorous financial performance analysis to inform partner selection and bolster the accuracy of financial statements.
  •  Ensure timely preparation and presentation of required financial reports to Development Partners and timely preparation and presentation of annual consolidated financial statements for external audit.
  • Tasked with leading the organisation in effective and efficient management of resources; seeking to ensure value for money by maximising the impact of DGF’s deployment of resources.
  • Overseeing the management of fiduciary risk across all of DGF’s activities; ensuring that a comprehensive understanding of DGF’s fiduciary risks has been developed and that strategies are in place and implemented for effective mitigation.
  •  Leading the Finance and Administrative team in a manner that empowers them to deliver excellent support services and maximises value for money on DGF partnerships.
  • Overseeing the development and implementation of effective procurement policies and internal procedures that will ensure best practice whilst achieving the timely provision of resources.
  •  In charge of managing the funding arrangements, including request for funding and cash flow management.
  • Playing a critical role in preventing, detecting and ensuring that internal controls are in place and implemented in accordance with DGF’s policy of Zero Tolerance for Corruption both within its own operations and within the operations of the implementing partners.
  •  Formulating strategies for capacity building of partners in financial management and ensuring implementation.
  • Guiding implementing partners in the field of financial management (planning, budgeting, accounting, financial reporting, internal controls and external audit.

Qualifications, Skills and Experience:

  •   The applicant must hold a Master’s Degree in Finance, Business Management, Accounting or similar.
  • At least ten years’ progressive experience in financial management in medium to large size donor funded organisations
  • Proven expertise in developing and implementing financial controls and processes
  • Significant experience with implementing financial software and optimizing business processes
  • Previous exposure and experience in managing grants and knowledge of donor funding rules and regulations
  • Extensive knowledge of international financial reporting standards and other accounting best practice
  •  Broad knowledge and experience in budgeting and forecasting for business operations
  • Experience in managing grants and providing capacity building support to civil society organisations in a low to middle income country (desirable)
  • Knowledge of Uganda and/or the region an advantage
  •  High integrity and attention to detail
  •  Willingness to learn and build capacity
  • Highly proactive and innovative
  • Efficient and to-the-point
  •  Good at building relationships
  • Strong analytical and problem solving skills
  • Solid communicative capacities
