The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

EGPAF Uganda Country program scope involves: (1) the USAID Regional Health Integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal, and child health services; family planning; nutrition assessment and counseling and support; malaria prevention and treatment; and other primary care services. (2) The Optimizing HIV Treatment Access among pregnant women (OHTA) in 8 districts of South West Uganda; and (3) ELMA- funded Unfinished business project that focuses on closing the Adult-Pediatric ART gap; and (4) Saving Lives at Birth that focuses on Development of a Model for National Scale-up of the Pratt Pouch to Expand infant Nevirapine Prophylaxis in Uganda, Prevent Mother~to- child Transmission of HIV, and Save infant Lives.

EGPAF therefore, seeks to hire suitable qualified persons to perform the following roles:-

Job Title: Human Resource Manager
Duty Station: Mbarara

Key Duties and Responsibilities
Establish recruiting and hiring plans and procedures for EGPAF offices in liaison with HR officers and line managers. Manage employee orientation process, onboarding and the first 90-days including scheduling and coordination of performance reviews and following of agreed actionable. Manage the performance management system including, annual and mid-year reviews and also provide back end support as required. Make communications on all internal policies and procedures as well as external regulations and applicable labour laws to ensure legal and procedural compliance. Manage administration of personnel benefits and compliance with tax laws, including periodic reviews of employee terms & conditions of service, salaries St benefits, employment contracts, and leave records to ensure that the Foundation remain competitive and to enhance staff motivation and retention. Participate in the supervision and performance of Site Based Staff to ensure that the Foundation get values for money. Review HR returns/reports by HRO'S for accuracy before sharing with relevant stakeholders and also provide oversight to HRO‘s and ensure that the on-line HRIS is up to date and accurate. Review Leave management and ensure timely leave reconciliation and processing in the leave management system. Manage and ensure correctness and completion of HR records and documentation including Personnel files, organization charts and databases. Ensure Audit ready records and files. Assist in Employee relations related to Staff Welfare management and other related HR initiatives. Conduct regular field trips to project offices to monitor and review human resource and administrative procedures and assist project staff, where appropriate.

Knowledge, Skills and Abilities
Bachelor's or preferably advanced degree in Human Resource Management, Organization Development, Organizational Psychology or similar. Additional professional certification in HRM preferred. Must be a member of the HR Uganda body.7-10 years‘ experience in Human Resource Management In progressively responsible roles, with sound cross-functional experience as an HR manager. Extensive experience in Multi-cultural, multi-national and multi~site non-profit organizations preferred. Expertise in national labour law, employment legislation & employment practices. High level of confidentiality.
