About CRS
Catholic Relief Services (CRS) carries out the commitment or the Bishops of the United States to assist the poor and vulnerable overseas. CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to address development needs in northern, western, central and eastern Uganda. CRS projects in Uganda currently include agricultural livelihoods. emergency response and recovery and health (including OVC). CRS implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entitles.

Project Background
Coordinating Comprehensive Care for Children (4Children) is a live-year, USAID-funded project implemented by a consortium of organizations led by CRS with partners lntraHealth, Maestral, Pact, Plan and Westat. 4children is designed to improve health and well-being outcomes for vulnerable children affected by HIV and AIDS and other adversities. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation, and contributes to overall improvements in quality of life and productivity for vulnerable children and their families. Within this larger 4Children initiative, Keeping Children in Healthy and Protective Families (KCHPF) Uganda is as an operational research project funded by USAID / Displaced Children and Orphans Fund (DCOF). The KCHPF Project supports the reintegration of approximately 640 children living in residential care back into family based care in order to evaluate the impact of a package of family support interventions on successful reintegration.

Job Summary


The KCHPF Technical Manager is responsible for providing high-level social welfare and child protection technical oversight as well as quality assurance to the KCHPF staff and partners. The Technical Manager provides technical guidance, coordinates and supports local implementing partners. S/he also promotes active coordination end collaboration between the multiple 4Chlldren projects and CRS projects in Uganda. ln addition, the KCHPF Technical Manager will liaise and collaborate with the 4Childran global team, particularly the Child Protection Senior Technical Advisor, on all technical aspects related to 4Chlldren’s work in Uganda.

Specific Responsibilities

  • Ensure that project implementation is in line with the projects technical approach, donor-approved world plan, and that project deliverables meet expected technical quality standards. Coordinate, support, and monitor project activities to ensure technical adherence to international social welfare and child protection standards, documented best practices and relevant donor guidelines, by both project stall and implementing partners.
  • Together with local partners, develop and provide training to all KCHPF stall on child safeguarding policies that meet USAID safeguarding regulations and CRS‘ policies on the protection of vulnerable children and adults - ensuring safeguarding mechanisms are active and effective throughout project duration.
  • in consultation with the 4Children Uganda leadership, coordinate, support and monitor the implementation of project activities in line with the projects technical approach and approved work plan and budget.
  • Oversee the development implementation and review of monthly plans to monitor progress of expected outputs and deliverables. This monitoring induces providing support to the Project Director and consortium partners to address emerging issues identified by stakeholders throughout the planning and execution of the project.
  • Provide technical support and guidance to implementing partners and other collaborating agencies to ensure that project objectives are achieved to the highest technical standards.
  • Support the identification of technical assistance and capacity building needs and coordinate the delivery of targeted interventions to strengthen local capacity in collaboration with the global technical advisors from the 4Children consortium. Ensure project implementation is in accordance with CRS programming principles and CRS core values. and engage country program staff as needed.
  • Participate in the recruitment of project staff and the selection and coordination oi consultants, and support projects implementing partners as needed on project-related recruitment.
  • Support the in-country management of the KCHPF research component by liaising regularly with the MEAL Officer and local research partner to ensure quality data collection and analysis follow expected child protection standards.
  • Contribute to the development of required donor project narrative reports, quarterly performance data, as well as other reports needed/required by the local government, donors, the CRS regional office or headquarters. This input includes accurate and timely reporting.
  • Support the identification, documentation and dissemination of project results various forms, including abstracts, PowerPoint presentations, case studies and support programming teaming exchanges within and outside of Uganda.

Qualifications

  • Master’s degree in Sociology, Social Work, Public Health, international Development or a related field.
  •  Eight (8) years of experience in programs focused on child protection, family strengthening. case management and reintegration; experience with social well are systems strengthening, OVC and/ or social well are workforce capacity development strongly preferred
  • Demonstrated knowledge and technical capacity in child protection programming. including an understanding of the issues lacing separated children and families in vulnerable contexts.
  •  Experience with capacity building particularly of local implementing partners as well as working in partnership or consortia.
  • Knowledge of national government institutions and policies rotated to child protection and alternative care. Previous experience of working and collaborating with national government institutions.
  • Familiarity with USG rules and regulations.
  • Strong written and verbal communication skills in English required, Proficiency in the use of Microsoft Office suite, including Word, Excel. PowerPoint and Outlook.
