UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

The Uganda Bureau of Statistics (UBOS) is mandated by the UBOS Act, 1998, to develop and maintain the National Statistical System (NSS), and charged with the responsibility for coordinating, monitoring and supervising the NSS. it operates within the global, regional and national development frameworks. UBOS in collaboration with selected Ministries, Departments and Agencies (MDAs) as well as Higher Local Governments (HLGs) has been implementing the Plan for National Statistical Development (PNSD) to guide the development and maintenance of the NSS. The PNSD provides a framework and mechanisms for further reform of the NSS and acceleration of statistical development in the country. It is anchored on the National Development Plan (NDP) and Millennium Development Goals (MDGs) and recognized the evolving Post 2015 Development Agenda.

The PNSD (2013-14/2017-18) has been implemented since July 2013 and a Mid Term Evaluation was undertaken in 2016, and disseminated to key stakeholders in the NSS. The PNSD midterm review findings and emerging development frameworks including the NDP ll, Global Strategy for improving Agriculture Statistics, Sustainable Development Goals (SDGs) among others presented data requirements that may not be met by the current PNSD strategies. To this end, the UBOS Board of Directors approved the Mid Term Review recommendation of extending the PNSD period for more two years from FY2018/19 to 2019/2020 to address the emerging and unfinished business for the NSS to realise its objectives.

It is against the above background that UN Women in collaboration with UBOS seeks to hire the professional service of a competent Individual Consultant with the capacity and relevant experience to undertake the assignment.
