The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

EGPAF Uganda Country program scope involves: (1) the USAID Regional Health Integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal, and child health services; family planning; nutrition assessment and counseling and support; malaria prevention and treatment; and other primary care services. (2) The Optimizing HIV Treatment Access among pregnant women (OHTA) in 8 districts of South West Uganda; and (3) ELMA- funded Unfinished business project that focuses on closing the Adult-Pediatric ART gap; and (4) Saving Lives at Birth that focuses on Development of a Model for National Scale-up of the Pratt Pouch to Expand infant Nevirapine Prophylaxis in Uganda, Prevent Mother~to- child Transmission of HIV, and Save infant Lives.

EGPAF therefore, seeks to hire suitable qualified persons to perform the following roles:-

Job Title: Program Officer – HIV Prevention

Key Duties and Responsibilities
Participate in the development of HTS and HIV prevention work plans at the project level, district, CSOs and health facilities. Work in liaison with selected district teams to continuously map and identify key and priority populations in targeted districts. Work with the CSOs to coordinate mobilization activities for key and priority populations and work with health teams to provide a standard package of HIV prevention services. Participate in the development and roll out of capacity building plans for CSOs in provision of comprehensive HIV - services and implementation of the HIV prevention package for Key g and Priority populations. Build the skills of district and CSO teams . in the application of the Stepping Stones methodology. Support ; the roll out and implementation of Pre-Exposure Prophylaxis programme. Develop strategies to improve linkage and referral of key and priority populations for services at both facility and community level. Support the provision of VMMC messaging and - a minimum package of VMMC services for male in the supported VMMC districts. Support delivery of HIV prevention services to key and priority and other populations in communities and at facility level, including targeted outreaches aimed at Index client testing, partner testing, social network testing, mobile testing in hotspots for Key Populations. Ensure project activities comply with national guidelines and policies for HIV/AIDS systems within health facilities for improved quality of patient care. Build the integration of reproductive health services into activities targeting Key and Priority populations. Ensure provision of quality HTC services in line with National protocols and guidelines. Ensure 100% linkage for HIV positive clients to HIV Prevention, Care and Treatment. Track key performance indicators and strategies to determine progress in achievement of targets and innovations across supported districts. Carry-out targeted site supervision visits to supported health units in the district to provide technical assistance, capacity building and mentorship of health workers. Prepare and timely submit weekly activity reports, and monthly and quarterly project reports. Review and consolidate programmatic reports from CSOs and provide timely feedback. Participate in identification and documentation of best practices. Work in liaison with the Monitoring and Evaluation team ensure that data collected is accurate and valid and captures process and outcome indicators.

Knowledge, Skills and Abilities
A bachelor's degree in a health- related field e.g. medicine, clinical practice, community health or nursing; or social works and social administration. A minimum of three years’ experience in providing HIV prevention services, particularly to key and priority populations; experience gained through serving within a Government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level. Hands-on knowledge and skills in designing, planning, implementing and monitoring community activities for HIV prevention for KP and PP, PMTCT, clinical care and Pediatrics care programs. Experience in providing technical support to Civil Society Organizations in provision of HIV prevention sen/ices and linkage to HIV care and treatment services. Previous experience using the Stepping Stones methodology will be an added advantage.Previous experience in implementing and applying Quality improvement approaches and providing training to service providers and stakeholders. Good interpersonal, organizational and written / verbal communication skills. Willingness to travel within the supported districts.
