The Strategic Information Technical Support (SITES) is projects funded by the United Agency For international Development (USAID) and managed by Social& Scientific Systems (SSS) SITES provides technical, management, and logistical support necessary to increase evidence-based planning, programming and Management of Uganda’s health sector, particularly its response to the HIV/AIDS epidemic, Tuberculosis, Family Health, Maternal and Child Health, Nutrition, Water, Sanitation and Hygiene, Community, Supply Chain, Human Resources for Health and Malaria.

Post: Team Leader for Continuous Evaluation & Innovations (CE&I)

One important SITES‘s key strategy is to establish a Continuous Evaluation (CE), Innovations, and Learning framework, and develop methods and processes for regular and timely supply or a body of knowledge and insights to a range of stakeholders, including USAID. Ministries of the Government of Uganda, the Centers for Disease control, and Implementing Partners in other stakeholders who furnish health services to the constituency. SITES will continuously work and support these stakeholders to enable fine-tuning and adjustment of methods, processes and interventions to achieve better outcomes and impact in the health sector.

Roles: The team Lead for Continuous Evaluation & innovations (CE&I) will lead the CE&l unit of SITES and manage SITES staff, subcontraelors and consultants to ensure proper coordination and collaboration for achieving specific project deliverables; in particular, s/he will provide evidence base support for management of the USAID Health and HIV/AIDS Office’s program cycle. S/he will work closely with the Principal Technical Advisor for Continuing Evaluation and Innovation from SSS’s headquarters to receive technical oversight and support.
This position is assigned to the SITES project to execute protect tasks under the direction of the Chief of Party. The selected candidate will perform those tasks under the supervision of the Group VP for Health Policy and Data Analysis.


Responsibilities

  • Ensure development and update of a collaborative CE&l analytical agenda engaging all stakeholders at national and subnational levels.
  • Develop and update the CE&I and learning conceptual framework and methodology.
  • Develop and update to CE&I activities including:
  • SOP for training, standardization in processes, and consistent communications.
  • Stock language templates tor the description technical terms and int ease of reading a communication.
  • Supervise and ensure relevant CE&l training for staff. consultants, research assistants and interns.
  • Design and ensure implementation of CE&l activities, including necessary approvals from appropriate national institutional review boards.
  • Ensure design and implementation of CE&l related social studies, data quality assessments, surveys and other evaluation activities within the CE&l framework.
  • integrate the use of geographic information system in CE&l activities working closely with SITES GIS specialist.
  • inform the development and update of SITES data warehouse working closely with other SITES’s organizational units and resource persons.
  •  Develop and ensure implementation of a strategy for ensuring diffusion and application of positive practices and behaviors, and innovations of emerging from the CE&l activities.
  • Ensure development and update of innovative protocols for monitoring HIV prevalence and audience using routine program data, as well as effectiveness of alternative health/HIV interventions.
  • Coordinate technical support to the USAID Health and HIV office. Ensure transparency of study issue briefs, protocols and reports, as requested.
  • Support the completion of SITES quarterly and annual reports.
  • Ensure development and implementation of a communication strategy and plan. including documentation and publication of SITES relevant activities, methodologies, processes or achievements.
  • Other duties, as assigned.

Qualifications
EDUCATION, EXPERIENCE & CERTIFICATIONS:

  • An advanced degree a focus on continuous improvement, rapid cycle evaluation, quantitative and qualification research methods. A MD or Doctoral Degree in public health is of added advantage.
  •  A minimum of 10 years of work experience in evaluation and research working on health/HIV projects.
  • Experience designing and conducting evaluation and operations/applied research.
  • Experience providing technical assistance on the use of data for planning and decision making
  • Extensive experience in managing evaluation and research teams
  • Familiarity with working in USAID-funded contracts or cooperative agreements preferred

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong analytical skills;
  • Excellent computer skills, with particular knowledge of Excel. PowerPoint and Word in addition statistical application (e.g. SAS. SPSS, Stata) knowledge of qualitative software packaqes desirable.
  • Exceptional Interpersonal and teamwork
  • Excellent organizational skills.
  • English fluency required.
