The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

EGPAF Uganda Country program scope involves: (1) the USAID Regional Health Integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal, and child health services; family planning; nutrition assessment and counseling and support; malaria prevention and treatment; and other primary care services. (2) The Optimizing HIV Treatment Access among pregnant women (OHTA) in 8 districts of South West Uganda; and (3) ELMA- funded Unfinished business project that focuses on closing the Adult-Pediatric ART gap; and (4) Saving Lives at Birth that focuses on Development of a Model for National Scale-up of the Pratt Pouch to Expand infant Nevirapine Prophylaxis in Uganda, Prevent Mother~to- child Transmission of HIV, and Save infant Lives.

EGPAF therefore, seeks to hire suitable qualified persons to perform the following roles:-

Job Title: Technical Advisor – PMTCT, HIV Care and Treatment
Duty Station: Mbarara

Key Duties and Responsibilities
Provides technical guidance for comprehensive PMTCT and HIV/AIDS programs by updating implementing partners on technical advances and lessons learned around the world. Collaborates with other team ' members to ensure national and international standards, guidelines and protocols are adhered to. Provides ART technical support and guidance to the district based officers and the district teams on work-plan development and program implementation. Participates in organizing regular technical updates/review meetings for PMTCT and ART to the RHITES-SW project staff. Provides continuous guidance and improvement of the quality of the care and treatment program by regular application of quality improvement and Site improvement and Monitoring Systems approaches. Develop and scale up change packages that addressing the gaps and challenges to ensure continuum of care and response in attaining the 90-90-90 targets. Supports health facilities in achieving and maintaining ART accreditation. Leads and supports other quality assurance activities as required. Provides technical guidance during the development of RHITES-SW annual work plan and participates in the planning and budgeting activities, especially in regard to PMTCT and ART services. Coordinates technical reporting according to defined reporting schedule and writes regular monitoring and technical reports as required and contribute to EGPAF’s reports. Assists in identifying, documenting, disseminating and scaling up best practices in PMTCT > and C&T. Represent EGPAF and RHITES-SW project in the supported districts and at national level.

Knowledge, Skills and Abilities
A medical degree and/or a Master's degree in Public Health or other clinical discipline. At least 5 years of professional experience working in HIV/AIDS prevention, care & treatment. Hands-on knowledge and skills in designing, planning, implementing and monitoring PMTCT, ART including Pediatric care, and TB/HIV programs. Practical experience in working with health systems at the district level. Sound understanding of current issues and developments in the field of HIV/AIDS and especially pediatric and adult ART, PMTCT and HCT. Strong skills in team work and networking. Good verbal - communication and writing skills. Willingness to work and travel in rural settings in Uganda. Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS PowerPoint.
