Gulu University is a Public University established by Statutory Instrument No. 16 of 2003. The University was set to serve as a launch pad for equitable development in Uganda providing knowledge and skills and stimulating innovations in education, technology, economic advancement and social development. The University is located in Gulu Municipality with campuses in Kitgum and Hoima Districts.

The Vision of the University is to be a leading academic institution for the promotion of rural transformation and industrialization for sustainable development. The Mission of the University is to expand access to higher education, provide quality professional training for delivery of appropriate social services and conduct research geared towards rural transformation and conservation of biodiversity.

DIRECTORATE OF HUMAN RESOURCES
POSITION: Director of Human Resources

Reports to: The Vice Chancellor through the University Secretary ;

Job Summary:
To provide professional leadership in the development, implementation, monitoring and evaluation of the University Human Resources Management systems, policies, plans, programs and procedures.

Key Duties and Responsibilities:

  • lnitiates the formulation, revision, development and implementation of Human resources Management policies, rules, regulations and procedures for the University.
  • lnitiates the development, implementation, monitoring and evaluation of appropriate performance management system for the University in liaison with key stakeholders.
  • Provides technical support and guidance to managers at various levels to understand and implements Human Resources management legislation, Policies and and procedures.
  • Develop Strategic interventions that promote equal opportunity, gender mainstreaming, recognition of diversity and other interventions that promote the welfare of staff in the University.
  • Liaises with the faculty and departmental managers on issues of human resources planning and implementation of the University recruitment plans, programs and procedures.
  • Performs staff management duties, including listening to staff grievances and refereeing in staff disputes, providing counseling services to staff, implementation of disciplinary procedures etc.
  • Provides current and prospective employees with information about the University policies on pay, working conditions, job duties, opportuniliv-. for promotion and employee hem-fits.
  • Serves as a link between the University management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
  • Maintains an up-to-date data bank on staff records and compile statistical reports concerning personnel-related data.
  • Analyzes statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of the University Human resources management policies, procedures and practices.
  • Plans and ensures implementation of Human resources management work plans and budgets in the University.
  • Performs any other duties as may be assigned by the Supervisor.

Minimum Qualifications:

  • Must be a Ugandan Citizen who possesses an Honours Bachelor’s Degree in any of the following: Human Resource Management, Social Sciences, Social Work and Social Administration, Public Administration and Management, Development Studies, Arts, Organizational Psychology or any other relevant equivalent as one of the course units from a recognized University/ Institution, and;

Either;

  • A Master's Degree in any of the following: Human Resources Management, Industrial and Organizational Psychology, Management and Organizational Development or Business Administration from a recognized University/ Institution.

Or;

  • A Master's Degree in any of the following: Arts, Public Administration and Management, Development Studies, Social Sciences, or Education Management/Planning with a post graduate Diploma in Human Resources Management from a recognized University/ institution.

Other Essential Skills/Competencies:

  • Effective organization, communication, negotiation, interpersonal and conflict resolution skills.
  • Ability to evaluate and analyze information to determine compliance and relevance to policies, procedures and practices.
  • Concern for quality, standards, ethics and integrity.
  • Practical knowledge of principles, practices and procedures of Human Resources Management, gender and diversity issues/concerns, human behavior and behavioral differences, Labour laws and regulations etc;
  • Must be computer literate.

Experience:
At least ten (10) years’ working experience, five (5) of which must have been in managing human resources at a senior level in a reputable organization;

Age Limit:
The applicant should be in the age range of 45-55 years at the time of application.

Tenure of Appointment:
The appointment shall be on contractual terms for a period of five (5) years, renewable based on satisfactory performance.

Remuneration:
The University offers an attractive package for the position at salary Scale M3, in addition to benefits including free medical facilities and other fringe benefits.
