Title: District Refugee Response Specialist

Reports to: Refugee Response Coordinator
PURPOSE OF JOB
The District Refugee Response Specialist will add to the technical team in Arua Regional Office to enhance coordination and integration with other stakeholders in the refugee response in the region and channel information as well as draw on GAPP resources in leadership, council development, planning and budgeting to :.upp0|t local governments as needed. S/he will complement technical assistance provided b_/ the planning and budgeting ETS and Leadership and Council Development ETS in the GAPP local governments hosting refugees or affected by the refugee settlements. S/he will also be a liaison between the GAPP program and platforms in all the Refugee Hosting Districts (RHDs) at the district and regional levels that are involved in the refugee response and provide up to date information for the program to respond appropriately to emerging leadership, conflict mitigation and planning needs.
PRINCIPLE RESPONSIBILITIES
Coordinate with the embedded technical specialists (ETSs) and district leadership as well as other government stakeholders, private sector, and development partners to support local governments to increase integration of the refugee response; Liaise with sector working groups, coordination committees and local governments to identify emerging needs and tap into GAPP's delivery framework of technical experts for solutions for LG challenges in leadership, planning and budgeting, conflict prevention and mitigation; Provide technical assistance to GAPP local governments hosting refugees or affected by the refugees‘ settlements, building their capacity in leadership, resource allocation, conflict mitigation and mediation with focus on the refugee response, complementing technical assistance provided by ETS; Work with civil society organizations at district and regional level to increase visibility for the concerns of both hosting and non—hosting communities; Employ effective communication mechanisms for providing up—to-date information to district and regional leaders to enable them make informed decisions at district and national level on the refugee response; Provide technical oversight to CSOs implementing community and civic engagement activities in the region related to the refugee issues; Provide information for programmatic reports, success stories and lessons learned, participate in the monitoring and evaluation of project activities.
