Chemonics International, inc. a leading international developing consulting firm seeks a Grants & Strategic Activities Fund (SAF) Technical implementation Manager and a Grants & SAF Assistant for the Feed the Future Uganda Youth Leadership for Agriculture Activity (hereinafter referred to as the "Activity”). The Activity aims to increase economic opportunities for Ugandan female and male youth ages 10-35 in agriculture- related fields in order to increase their incomes and build entrepreneurship, leadership, and workforce readiness. The capacity of selected workforce institutions and value chain actors will be strengthened to ensure sustainability of youth outcomes. The Activity includes a $1 million grants fund and a $1.2 million SAF to engage dynamic private sector firms, associations, and NGOs/CBOs, especially youth-led organizations. Grants and subcontracts will be performance-based and used to implement district-level and some national-level interventions.

Job Description
The Grants & SAF Technical implementation Manager will work closely with the Grants & SAF Manager, as well as Activity leadership and technical specialists to develop and implement grants for the Activity. The Grants & SAF Technical Implementation Manager will WORK in close collaboration with the Chief of Party (COP) and technical staff to identify grant opportunities, and develop a strategic, long-term programmatic vision for the grants program. This position will serve as a link between the Activity technical staff, and the grants team, with a focus on ensuring that grant activities are effectively developed to meet Activity objectives, and grantees and subcontractors implement and submit their deliverables as scheduled.

Principal Duties and Responsibilities

  •  Establish a technical bridge between Activity technical staff and grants team responsible for administrative aspects of grant development and implementation.
  • Develop, review and edit terms of reference tor technical activities funded by the grants and SAF.
  • Review and comment on draft reports and deliverables prepared by grantees.
  • Facilitate inclusion of innovative gender integration approaches into grant activities.
  • Manage and monitor grant and SAF processes pursuant to detailed policies and procedures established through USAID and US Government rules and regulations, Chemonics home office policies, and local procedures.
  • Serve as the point of contact for all Activity staff and beneficiaries for all issues concerning technical implementation of grants.
  • Collaborate with partners to mitigate technical implementation delays and ensure timely submission of quality deliverables.
  •  Identify grants and subcontracts implementation delays and liaise with the technical, grants and administration teams in build capacity and eliminate bottle necks to ensure timely submission of deliverables.
  • Recommend timely grant and subcontract modifications and liaise with partners and technical team to ensure reasonable delivery schedules
  •  Liaise with the Finance and Administration team to prepare financial forecast for subcontract and grants expenditures in line with implementation schedule
  • Work closely with Grants and SAF Manager to maintain a tracking system for all activities under the SAF, including preparation of tenders, evaluation of proposals, and including monitoring subcontract performance and ensuring partners properly collect M&E data on SAF- funded activities.
  • Participate in evaluation of applications for SAF and/or grant funding, including preparation of written reports on the process of evaluation and results of selection.
  •  Analyze, assess, and assist with budgetary and financial aspects of grant proposals, recipient financial management capacities, and disbursements, including recipient determination of responsibility.
  • Contribute to annual work planning, performance management, and strategic communications.
  •  Assist in assessing the training, technical assistance, and commodity needs of potential grantees.
  •  in collaboration with the respective Activity Manager, review subcontractor/grantee deliverables to ensure technical compliance.
  • Prepare reports on awards, including performance, and progress
  •  Participate in the periodic internal audit of all associated pre-award and post contract management practices and materials.

Experience/ qualifications

  •  Bachelors Level degree or equivalent in Business, Finance, Accounting, Development Studies, Public Administration
  •  Must have a minimum of 5 years’ experience in a USAID Grants under Contract role
  •  Excellent working capabilities with MS Office
  •  Good interpersonal skills, honesty, and commitment to excellence.
  •  Strong organizational and work prioritization skills, attention to detail
  •  Ability to work both independently and as part of team
  • Demonstrates leadership, versatility, and integrity

Location and Duration of Assignment The location of assignment is Kampala, Uganda with regular travel throughout the program’s target regions.
