Job details:
The Govemment of Uganda is implementing the Youth Livelihood Programme (YLP) and the Uganda Women Entrepreneurship Programme (UWEP), under the Ministry of Gender, Labour and Social Development (MGLSD). The main objective of the Programmes is to empower the target youth and women to hamess their socioeconomic potential and increase self- employment opportunities and income levels. The Programmes provide revolving funds to finance small enterprises initiated by the groups of youth and women in various sectors of the economy.

The implementation of the Programmes is mainstreamed into the govemment stmctures at the national and local govemment levels with support from Technical Support Team (TST) based at the National and Regional levels.

The Ministry of Gender Labour and Social Development, invites applications from qualified Ugandans to fill vacant position in the Technical Support Team of the Programmes as follows:

JOB DESCRIPTION AND PERSON SPECIFICATIONS

Title: Monitoring and Evaluation Officer
Report to: National Program Manager
Duty Station: Kampala
Terms: One year contract: renewable based on performance

Job Purpose:
To monitor and evaluate the performance of the Programme

MAIN DUTIES AND RESPONSIBILITIES

  • Develop and update the monitoring and evaluation framework of the Programme.
  • Develop monitoring and evaluation tools for use by various implementers at the national, local government and community levels
  •  Prepare annual monitoring and evaluation plans and reports
  • Prepare monthly, quarterly and annual Programme Performance Reports
  •  Ensure regular update of data and information on Programme implementation.
  • Liaise with the information, Communication and Technology (ICT) Officers to develop an appropriate Management Information System (MIS) to facilitate the monitoring and evaluation function of the Programme.
  • Supervise collection, processing, analysis and dissemination of data/infonnation for management decision making.
  • Undertake Quarterly Projects performances monitoring.
  •  Support capacity building for national and local government staff and other key stakeholders to enhance their skills in monitoring and evaluation.
  • Plan and coordinate Regional and National Programme Performance reviews.
  • Develop Terms of Reference (ToRs) for Monitoring and Evaluation Consultancies.

PERSON SPECIFICATIONS
Applicants must be Ugandans possessing the following:

  • Honours Bachelor’s Degree in Economics, Statistics, or Monitoring and Evaluation from a recognized University.
  • At least 3 years of relevant experience in monitoring and evaluation of development projects.
  • Should be familiar with the design and execution of quantitative and qualitative monitoring and evaluation.
  • Self-motivated with strong organizational and planning skills.
  • Good interpersonal and communication skills.
  • Computer Literacy is a must.
