BACKGROUND
The Petroleum Authority of Uganda (PAU) has been established as recommended in the National Oil and Gas policy of Uganda and in accordance with Section 9 of the Petroleum (Exploration, Development and Production) Act 2013. The mandate of the PAU is to regulate the oil and gas sector in Uganda including ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international petroleum industry best practice.

The Petroleum Authority of Uganda now invites applications from qualified Ugandans who are results oriented with proven integrity and a passion for excellence to occupy the following positions in the Authority's established structure.

National Content Manager
Job Summary
Responsible for regulating, monitoring and advising on the implementation of National Content development requirements in Uganda’s oil and gas sector. The National Content Manager will provide support to Licensees and contractors to ensure 100% compliance in all cases but also assist Ugandan companies, Ugandan citizens and registered entities to develop their capabilities and capacities to further the development of national content in petroleum activities. The Position holder will report to the Director Technical Support Services.

Key Roles and Responsibility

  • Coordinate the evaluation and approval of the national content programmes and reports submitted to the Authority by licensees and their contractors.
  • Develop guidelines tor the implementation of national content.
  • Develop and operate the national content evaluation system for licensees, operators, contractors and subcontractors.
  • Coordinate the development and operation o and Gas National Talent (Skills) register.
  • Monitor and evaluate the national content performance of licensees in accordance with country’s national content requirements.
  • Participate in the review of annual work programmes and budgets to ensure compliance with national Content provisions.
  • Analysing projects and activities in the petro sub-sector and providing guidance on areas participation and capacity building tor Uganda and Ugandan enterprises
  • Responsible for the evaluation and review of Licensee and contractor employment, recruit and training plans and recommendations tor applications for work permits,
  • Ensure appropriate laision between the Authority and other Government MDAs on aspects of s development and enterprise development.
  • Support the Director Technical services in preparing plans and budgets for the National Content department.
  • Any other duties assigned by the supervisor.

Qualification, skills and experience

  • A Master’s degree in Business Administration, Human Resource Management, Economics/Finance, from an internationally recognized University.
  • A Bachelor’s Degree (Hons) in Business Administration, Human Resource Management, Engineering, Physical Sciences or related disciplines from an internationally recognised institution.

Experience

  • A minimum of 5 years’ relevant working experience in the oil and gas sector or energy sector, 3 years of which should be in a busy and well organized institution.
  • Demonstrated experience in working in a leadership role in an organization/business unit/project with diverse professionals.

Added advantage

  • A qualification in the oil and gas sector from an internationally recognised institution.
  • internationally recognised professional qualifications or membership of nationally and internationally recognised professional bodies.
  • Good Knowledge of the policies, laws, regulations and guidelines regarding National Content.
  • Good Knowledge and understanding of procurement and contracting, and career path and development in the oil and gas industry.

  • Ability to work independently and in a team.
  • Proven track record of outstanding performance.
  • Excellent interpersonal and communication skills.
  • Possesses good administrative and negotiation skills. "
  • Track record of training and mentoring others.
  • Excellent research and analytical skills.
  • Proficiency in the relevant computer packages.
