National Environment Management Authority (NEMA) on behalf of‘ Government of Uganda is executing a 4-year Global Environment Facility/UN Environment World Conservation Monitoring Centre (GEE/UNEP-WCMC) supported Project called "Connect: Mainstreaming Biodiversity information into the heart of government decision making". The development goal of the project is to help achieve sustainable development by bringing biodiversity i information to the heart Government decision making using actionable biodiversity information. The objective of the project is to ensure biodiversity is taken into account in decision making across government sectors by improving end-users’ access to and use of biodiversity information and embedding biodiversity information within national development decision making processes. To ensure effective and efficient delivery of project outputs and outcomes, NEMA is seeking to recruit competent staff stated below for the National Project Implementation Unit (NPIU). The NPIU will be headed by a National Project Coordinator (NPC) and supported by a National Project Manager (NPM) and Project Assistant (Finance and Administration). The NPIU will manage delivery of project activities and outputs.

Reporting
The Project Assistant (Finance and Administration) is responsible for day to day management of the financial and administrative aspects of the project. S/he will report to the National Project Manager.

Key Duties and Responsibilities

  • Work with the National Project Manager to provide technical support to implementation of project activities at central and site level
  • Maintain day-to-day management of financial operations of the project in accordance with established rules, regulations and relevant manuals
  • Management and monitoring of the project budget, maintaining all relevant records;
  • Process payment requests to suppliers/vendors, advances to the responsible partners
  • Maintain project's disbursement ledger and journal;
  • Prepare accurate financial reports, including monthly and quarterly disbursement reports and financial reports;
  • Presentation of information on the status of financial resources as required;
  • Provide full support to project evaluation, reviews and audit missions; Contribute to the preparation and implementation of progress reports
  • Maintain project correspondence and lines of communication in accordance with established procedures
  • Support the preparation of work plans
  • Provide logistical organization for field visits, workshops and meetings
  • Maintain a proper filing system and office administration

Key competencies and skills required

  • Process payment requests to suppliers/vendors, advances to the responsible partners

  • Understanding of accounting processes and procedures, and Financial
  • Ability to handle a large volume of work under time constraints;
  • Anticipates client needs and addresses them promptly;
  • Proficient in software applications (Excel, Ms Word among others).
  • Ability to communicate effectively to different stakeholders and organization

Qualification and competencies

  • Bachelors degree in finance, commerce, business administration;
  • Post graduate training in Finance and Accounting is an advantage;
  • Finance and/or Accounting Certifications like CPA, ACCA is an advantage.
  • Anticipates client needs and addresses them promptly;
  • Proficient in software applications (Excel, Ms Word among others).
  • Ability to communicate effectively to different stakeholders and organizations
  • Demonstrates / Safeguards Ethics and Integrity and Acts as a team player and facilitates team work

Experience

  • At least a minimum of four (04) years working experience in Finance and Administration of which at least 02 (two) years should be in project/programme management
  • Working experience with the Government of Uganda-donor supported projects
  • Understanding of accounting processes and procedures, and Financial
  • Ability to handle a large volume ofwork undertime constraints;

Duty Station
The Project Assistant (Finance and Administration) will be based at NEMA Offices in Kampala with travels to the field as and when necessary. Remuneration is attractive.
