The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

EGPAF Uganda Country program scope involves: (1) the USAID Regional Health Integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal, and child health services; family planning; nutrition assessment and counseling and support; malaria prevention and treatment; and other primary care services. (2) The Optimizing HIV Treatment Access among pregnant women (0HTAi in 8 districts of South West Uganda; and (3) ELMA-funded Unfinished business project that focuses on closing the Adult—Pediatric ART gap; and (4) Saving Lives at Birth that focuses on Development of a Model for National Scale-up of the Pratt Pouch to Expand infant Nevirapine Prophylaxis in Uganda, Prevent Mother-to-child Transmission of HIV, and Save Infant Lives.

EGPAF therefore seeks to hire a suitable persons to perform the following roles:

JOB TITLE: Senior Compliance Officer

REPORTING RELATIONS: Deputy Country Director

The incumbent will be responsible for the provision of compliance support to the Uganda Country office to ensure implementation of an effective compliance program, proactively reviewing processes, practices and documents, make necessary reasonable recommendations in reviewed areas. Key tasks include: Ensure that prior approval requests for restricted commodities are obtained and filed accordingly. Ensures compliance with the Donor and Foundation laid down policies and procedures. Develop and implement an effective risk, control and compliance program.

Ensure that laid down internal controls are effective, adhered to and monitored. Ensures performance of the critical function of third party verification of activity and financial verification on wide range of field activities including but not limited to VMMC, workshops, on the job training (mentorship), FSG/Ariel meetings, distribution of supplies, and hotel room occupancy among other program activities. Collaborate with Risk Manager on compliance issues and on external audits and HR where applicable. Keep abreast of internal standards and business goals. Ensure internal developed SOPs, policies and procedures are adhered to. Ensures a spot check on stocks in the stores for accuracy and existence, supports the fleet office to review vehicle logs and policies and verification of None expendable inventory following the Foundation inventory management policy. Contribute to training of staff and other stakeholders on compliance related issues and risk management

Knowledge, Skills and Abilities Required.
A Degree in Business Administration or Commerce with at least 5 years’ experience in accounting, auditing. Professional qualification and a related Master's degree is an added advantage. in depth knowledge of USG rules and regulations, systems and procedures and local government financial processes. Experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred. Very good writing and communication skills. Knowledge of state legal taxation requirements and controls (VAT, WT, PAYE, NSSF etic) Familiarity with industry practices and professional standards Excellent report writing skills.
