The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

EGPAF Uganda Country program scope involves: (1) the USAID Regional Health Integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal, and child health services; family planning; nutrition assessment and counseling and support; malaria prevention and treatment; and other primary care services. (2) The Optimizing HIV Treatment Access among pregnant women (OHTA) in 8 districts of South West Uganda; and (3) ELMA- funded Unfinished business project that focuses on closing the Adult-Pediatric ART gap; and (4) Saving Lives at Birth that focuses on Development of a Model for National Scale-up of the Pratt Pouch to Expand infant Nevirapine Prophylaxis in Uganda, Prevent Mother~to- child Transmission of HIV, and Save infant Lives.

EGPAF therefore, seeks to hire suitable qualified persons to perform the following roles:-

Job Title: Strategic Information & Evaluation Advisor
Duty Station: Mbarara

Key Duties and Responsibilities
Contribute to the development and monitoring of the implementation of a strategy for data collection, entry, validation, _ cleaning, analysis and presentation of data in line with EGPAF ; set standards. Supports the EGPAF sub grantee Civil Societyi Organizations (CSOs) project staff to collect, report and analyze the data on programmatic indicators to respond strategic needs and guide resource allocation. in collaboration with the M&E Manager, ensure that the project's program implementation staff are provided with timely, accurate and reliable data/information ' generated through the project's M&E system. Cleans, validates and f analyzed the weekly, monthly, quarterly and annually data from 7 the EGPAF -Uganda supported sites and CSOs to inform program implementation. Participates in the development and revision of ' data collection tools for collecting additional data at sites CSOs as needed in line with M&E departmental guidelines and donor requirements.

Prepare periodic (monthly, quarterly and annual) statistical dataset on set performance indicators as a basis for providing feedback to technical staff and facility clinicians in EGPAF guidelines. Build the capacity of program implementation staff, health workers HMiS, Health information Assistants, CSO project staff in data analysis, presentation. Facilitate the interpretation and use of M&E data to program implementation staff, the district health team and health , care workers. Conduct periodic data validation and data cleaning - for C505 in line with the data quality assessment and improvement ' guidelines. Conduct period review of project Monitoring Evaluation and Learning plans, M&E plans for CSOs to track the implementation ' of approved activities. in collaboration with the informatics team ensures the EGPAF integrated database is managed in-line with . the standard operating procedures. Directly support and work with country office and global EGPAF informatics team in developing, updating and maintaining of data visualizations dashboards. Support - the Si/informatics team in setting up and maintaining the GPS and mapping, Geographic information System and data visualization and infographic design. Support the implementation of community . surveys such as Lot Quality Assurance (LQAS) and other special r studies as required. Represents.

Knowledge, Skills and Abilities
A minimum of a master's degree in health informatics, demography, statistics, population studies, epidemiology or Public health. A least 7 years of experience in planning, monitoring and evaluation. Strong knowledge of Uganda MoH HMiS system Experience in - implementing community HMIS. Understanding of USAID Uganda ' and PEPFAR program reporting requirements. Experience working - with international NGOs implementing public health interventions. Experience working with GOU and Community Based Organizations - M&E strengthening is an advantage. Ability to prepare and deliver formal presentations on programs and results.

Excellent data analysis skills and ability to think concisely, critically as ' well as distill information to lay audience. Good analytical thinking and ability to interpret public health, demographic and epidemiological data. Familiarity with routine HMIS, and maintenance of electronic databases. Ability to fully grasp the complexity of data management, tech-savvy and possess excellent troubleshooting skills. Excellent working knowledge of major databases and analytical programs including MS Office, GIS and MYSQL.
