Background
Civil Peace Service (CPS) of Gil is an independent German programme within the field of international cooperation, with the objective of “reducing or preventing violence, fostering understanding and contributing towards sustainable and just peace in cooperation with local partners.“ in 2015 CPS Uganda started its programme 'Support for the Participatory Transformation of Land Conflicts in Northeastern Uganda‘ in the two sub-regions of Karamoja and Teso. Based on a Multi-Stakeholder-Process in each sub-region, a total of 13 Interest Groups (lGs) formed with the aim to share expertise, better understand land issues and jointly work on the nonviolent prevention or transformation of land conflicts. The programme is implemented following a participatory and process-oriented approach, involving a broad array of stakeholders to be able to prevent orconstructively engage in the transformation of land conflicts. The Programme Advisor will join a dynamic team in Karamoja and Teso to support the implementation of this programme, drawing on their expenise, and knowledge about cross-cutting regional and national dynamics.

Responsibilities
The Programme Advisor is responsible for

  • executing all daily operational tasks specifically assigned to the Programme Advisor
  • accompanying, advising, and supporting interest Groups in their work to address various types of land conflicts
  •  advising CPS staff and partners on the topic of formal land management systems
  • contributing to the further development of the CPS programme ‘Support for the Participatory Transformation of Land Conflicts in Northeastern Uganda‘ as part of the CPS team
  •  contributing to the prevention of violence and transformation of land conflicts towards participatory land management in the region
  • maintaining a good flow of communication and information between all involved institutions and CPS partners and GIZ

The Programme Advisor performs the following tasks:
Tasks

Management and coordination

  • identifies the needs of key actors for the nonviolent transformation of land conflicts and develops strategies on how to address these needs
  • promotes dialogue, networking, and collaboration of interest Group member organisations with that of other relevant actors
  • supports interest Groups and other partners in conceptualizing, planning, implementing and documenting training events, workshops, forums, team meetings and other project activities
  • carries out assessments and studies, as well as compiles information relevant to the CPS programme
  • supports Interest Groups in strengthening their internal processes and the capacities to effectively address land issues
  • supports planning, monitoring and controlling of expenses for project activities in accordance with GIZ CPS policies and procedures
  • supports in addressing organisational and management needs of the CP programme
  • contributes to PME&L processes of CPS

Communication and networking

  • maintains good relationships with all important stakeholders on land issue in Northeastern Uganda with a special focus on Karamoja sub-region
  • provides technical supportto national and international experts
  • provides local knowledge and expertise to deepen the teams understanding of the context
  • supports colleagues with translation services from/to Ngakarimojong
  • contributes to the sound cooperation and collaboration between and among the CPS teams of Karamoja and Teso
  • stays up-to date and informs the CPS team about relevantsocial and political debates and developments in Uganda with a special on Karamoja and Teso

Other duties/ additional/ tasks

  • performs other duties and tasks at the request of the Programme Coordinator

Required qualifications, competences and experience

  • university degree on or related to Development Studies, Peace and Conflict Studies, or Social Sciences (equivalent to BA or MA)
  • at least 3 years’ professional experience in conflict transformation o development work related to land
  • knowledge of non-violent conflict transformation approaches
  • knowledge on formal land management systems and experience in working on land issues would be a distinct advantage
  • experience in facilitating multi-stakeholder and dialogue processes and the application of participatory methods and approaches
  • excellent facilitation, presentation and negotiation and networking skills
  • good working knowledge of ICI and computer applications (e.g. MS Office}
  •  strong managerial and organisational competence
  • willingness to travel regularly
  • work experience in Karamoja and familiarity with the cultural and socio
  • political context of North eastern Uganda with a special on Karamoja sub- region
  • excellent language skills in English and Ngakarimojong
  •  ability to work under pressure and meet deadlines with minimum supervision
  • ability to work in diverse multicultural teams
