INTRODUCTION:
War Child Canada is an International Non-Governmental Organization (INGO), with the vision of “a world where no child knows war". War Child Canada works with war affected communities to help children reclaim their childhood through access to education, opportunities and justice with cross cutting themes of child protection and gender. War Child Canada also takes an active role in raising public awareness around the impact of war on communities and the shared responsibility to act.

War Child Canada has been working in Uganda since 2005 and currently implements legal protection and education programs for refugees and host communities in Adjumai, Arua, Moyo and Yumbe districts in West Nile region, and is also staring new projects in Nakivaie and Lamwo refugee settlements in Isingiro districts.

The War Child Canada Legal Aid clinic is a one stop-stop shop with a broad range of legal aid services to refugees and vulnerable people within host communities, identified through a means and merits test. Some of the services offered include; legal representation, alternative dispute resolution, and legal awareness.

When war itself ends, the consequences endure. A lack of employment opportunities, the absence of effective economic or social structures, an under-educated population and a culture of impunity around rights violations combine to create conditions that make a return to conflict all too possible. But by making a long-term investment to create an environment in which childhood can thrive, the cycle 0.‘ violence can be broken.

War Child Canada currently works in Afghanistan, Sudan, South Sudan, the Democratic Republic of Congo, Jordan, Uganda and Iraq. In Uganda, War Child Canada is operational in West Nile region, Insingiro, and Kamwange districts.

Position Title: LEGAL ASSISTANT (4)
Duty Station and Travel: Adjumani Lamwo, Moyo and Yumbe , Uganda, with regular field travel
Contract: 12 months, with possibility of extension
Reports to: Legal Officer,

Position summary
Reporting to the Program Manager/Head of Programs, the Project Manager is responsible for the development, supervision and effective management of the WCC project titled “increasing Protection for Refugees and Other Vulnerable Persons in Ugandan Settlements“ implemented in Adjurriani Arua, Lamivo, Moyo and Yumbe districts. Hel she will be responsible for effective implementation of the project in accordance with the project objectives, activities and targets, which includes developing and implementing detail implementation plan, monitoring and evaluation, preparing quality project narrative and financial reports, developing and managing partnerships, and managing and supervising the project teams

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, develop and implement robust MEAL framework, plan and system to measure, document and disseminate progress, results and organizational learning.
  • ln consultation with the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, oversee the planning and implementation of baseline survey, safety audit, mid-term and final project evaluations in accordance with the project proposal and donor funding agreement.
  • Plan, organize and facilitate quarterly, annual, mid-term and end of project and budget review meetings and workshops, and prepare and submit to the Program Manager/Head of programs quality review reports, in consultation with the project team and Program Manager/Head oi Programs, lead the process of documentation and dissemination of learning and liaise with other WCC Uganda programs teams, WCC Headquarters and other WCC country programs, to share learning, best practices and successes oi the project.
  • Be responsible for timely preparation and submission of WCC internal and donor project narrative and financial high quality reports (monthly, quarterly, annual, mid-term and end of project) to the Program Manager/Head of Programs, ensuring full compliance with WCC policy and donor funding contractual requirements.
  • Maintain up-to~date records, documentation and files of the project and partnership development and management, including project implementation plans, reports, MEAL, agreements, correspondences, and events.

Human Resource (HR) and Operations:

  • Be responsible for performance based management, supervision and capacity development of project staff, including identification of capacity building needs of project partners.
  • Working closely with the Logistics Assistant, ensure Up-date-date recording and effective management, accountability and utilization all project goods, supplies accountability and utilization all project goods, supplies and equipment.

Other Duties:

  • Contribute to the development, implementation and review of the Country Strategic Plan (CSP) and work closely and collaboratively to assist WCC Uganda in delivering its objectives.
  • Actively contribute to the development and implementation of change management initiatives, including, and where necessary, instigating structural reforms within the project.
  • Assist the Logistics and Security Manager and Country Director (CD) in developing, implementing and reviewing country security management and emergency plans.
  • Deputize for the Program Manager/Head of Programs when necessary. :
  • Undertake other appropriate level duties as assigned by E the Program Manager/Head of Programs or the Country E Director (CD) from time to time Requirements

SKILLS, KNOWLEDGE AND EXPERIENCE:
Essential:

  • First degree or equivalent qualification in Social Studies, international Development, Law or related discipline.
  • At least five years of project management experience in a similar or related field/sector ‘
  • Proven ability to develop, manage and monitor project budget.
  • Strong understanding of participatory approaches and current developments trends.
  • Ability to work in multi partner environments to insure sufficient rigor in M&E.
  • Good facilitation and coordination skills.
  • Experience oi people management and development, including team building and team working.
  • Good organizational, planning and time management skills with attention to details.
  • Ability to prioritize and manage multiple tasks, time, tight schedules and meeting deadlines.
  • Proven communication skills (both in written and spoken English).
  • Excellent record keeping and report writing skills.
  • Excellent networking, interpersonal and negotiating skills.
  • Demonstrated competence in conceptual, analytical and problem solving skills.
  • Computer skills (word, excel, outlook, power point, internet) Desirable
  • Experience working at a global organization is an asset. :
  • Firm belief in human rights and gender equality.
  • Experience or good understanding oi Theory of Change based approaches
  • Able to travel, at times at short notice, and spend time away from work base and home
