The Democratic Governance Facility (DGF) was set up in July 2011 by eight Development Partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union. The aim was to Provide harmonized, coherent and well coordinated support to State and non-State entities to strengthen democratization, protect human rights, improve access to justice and enhance accountability in Uganda.

The DGF is legitimized by the agreement between the Development Partners and the Government of Uganda to support good governance in the country. Therefore, our work is aligned to the Constitution of Uganda and National Development Plan. in the first phase (DGF l), the facility worked in partnership with over 80 State and non-State actors. Currently, the facility is planning to implement the second phase of the programme (DGF II) which nine from January 2018 to December 2022. The DGF II programme was made possible with funding from seven development partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, and the European Union. to the new phase, DGF will have three spheres of work: (i) Democratic processes that build citizen-state relationships; (ii) Citizen empowerment, engagement and accountability; and (m) Protection of human rights, access to justice and gender equality.

The DGF Facility Management Unit (DGF FMU), which is responsible tor the day-to-day management and implementation of the programme, wishes to recruit talented and experienced individuals to join its team. Successful candidates will be part of a team of professionals with different skills; talents and competencies that work collaboratively within and across the three DGF spheres.

GENDER AND YOUTH ADVISOR
Main Purpose of the Job
Reporting to the Corporate Capability Manager (COM), the Gender Advisor will work with the Sphere Teams, Programme & Learning Managers (PLMs), Deputy Programme Bi Learning Managers (DPLMs), and Programme Managers (PMs) to support partners to understand and integrate gender and youth into their projects. S/he will also work with the sphere teams to assess, analyze, plan and monitor trends, challenges and opportunities; ways to better integrate gender, youth, and support to other marginalized groups into DGF programming. S/he will liaise with the Organizational Development Adviser and provide technical support on aspects of partner capacity enhancement in gender and youth issues.

Key Responsibilities
Analysis and monitoring of trends, opportunities and challenges:

  • Carry out a gender and youth analysis of the DGF II proposed program document and Areas oi intervention strategies and develop a strategy for a conscious! systematic approach towards mainstreaming gender and youth in all facility areas of intervention.
  • integrate regular monitoring and reporting on gender mainstreaming and equality within the DGF FMU and among IPs into tools and templates.
  • Support program staff and DGF partners to profile gender, youth and vulnerability within the individual spheres and Areas of intervention; and work with program teams to target and formulate interventions.
  • identity and provide evidence based advice on gender and youth inclusion in the formulation of DGF Programme strategies;
  • Support DGF in capacity building of implementing partners and DGF FMU start in areas such as gender profiling, and integration of women and youth in governance processes; Programme development and technical support:
  • Provide guidance and support to programme staff, DGF partners on gender and youth responsive initiatives and build strategic links with the work being done on National Development Strategies and National Action Plans;
  • Support capacity development, network development and the development of national advocacy platforms of women and youth Civil Society Organizations Advisory Group to increase their influence in shaping national development plans, strategies and financing mechanisms;
  • Provide specialized advice to the DGF to enhance integration of gender/ youth principles in frameworks as well as work closely with the FMU Thematic Working Groups, Democratic groups and different Cluster Groups to promote the democratic governance environment of gender-related activities.
  • Establish and strengthen strategic partnerships with key stakeholders, regional and international actors and development partners:
  • Strengthen and enhance partnerships/cooperation/consultations/coordination with national and local state actors, national and international civil society actors, especially, gender focused and women organizations, bilateral donors, academia, private sector and private foundations for more effective and coordinated implementation of gender and youth equality strategies;
  • ln coordination with the PLMs, guide the design, implementation and monitoring of research on major trends, needs and policy options concerning gender equality in the country. Analyse and synthesize this information in order to identify entry points for DGF actions at the national, sectoral and regional levels, and to contribute to the Gender group initiative.

Knowledge management and reporting:

  • in conjunction with the relevant PMs and the ODA, undertake technical advisory missions to IPs.
  • As requested by relevant IPs, PMs and! or the ODA, conduct seminars, workshops and technical meetings and training courses.
  • in alignment with the Human Resource manual, maintain confidentiality about DGF and DGF implementing partners.
  • Other tasks as assigned

Key Requirements

  • An advanced university degree in Gender Studies, Political or Social Science, Public Policy, or related field.
  • At least 7 years oi substantive experience in international senior programmatic position with recognized expertise and experience in gender, youth, vulnerability and marginalization.
  • Strong analytical and writing skills and proven ability to successfully translate research findings into sound policy guidance and advice
