Job Summary
The Gender Technical Adviser will provide technical advice and support to a range or program design and implementation issues in the area of Gender in line with catholic Relief Services (CRS) program quality principles and standards, donor guidelines and industry best practices to Country Program (GP) teams to advance the delivery of‘ high-quality programming. to the poor and vulnerable. Her/his advice, knowledge and support will contribute to determining how effective, adaptive and innovative CRS’ Gender programming is across the globe.

Job Responsibilities

  • Provide technical and managerial oversight tor any gender programmatic aspects; development gender based programs, monitoring and evaluation of ongoing gender-related activities and harnessing teaming around engendered programing.
  •  Apply best practices in gender programming to develop CRS Uganda gender strategy and use it to develop new projects and make recommend adjustments lo project strategies and activities in all the CP projects.
  • Support ongoing gender related projects with respect to data collection, technical support to held staff and review of ongoing activities.
  • Facilitate a robust, cross-sectorial learning agenda that affords opportunity for regular reflection on, gender analysis and documentation of progress, achievements, challenges and lessons learned.
  • Build staff capacity in gender, possibly including gender sensitization training tor overseeing training of projects staff in collaboration with GRS Regional and HQ technical start.
  • Conduct field visits to monitor implementation as it relates lo gender mainstreaming and concerns
  •  Support and liaise with projects technical leads, field chitin the ongoing gender related programs to ensure accurate, timely reporting on gender mainstreaming to relevant stakeholders.
  • Serve as the CP Gender Focal Person and maintain communication with CRS Regional and Headquarter staff and externally with relevant partners, stakeholders and donors to ensure positive partnership environment.
  • Serve as a technical representative of Uganda in relevant fora and develop maintain relationships with key stakeholders to promote the integration, ownership and sustainability or the gender mainstreaming.
  • Support business development opportunities for gender development and participate the annual budgeting process as needed.
  • coordinate with and lead teams to the community of Practice for Gender events and meetings.

Typical Background, Experience and Requirements

Education and Experience

  • Master’s Degree in gender development and programming, or field(s) related to gender development required.
  •  Minimum of five years‘ relevant work experience with progressive responsibilities, ideally with an international NEG, with minimum two years relevant field-based experience in gender development.
  •  Knowledge of technical principles and concepts in gender development. General knowledge of other related disciplines to ensure proper cross- sectorial approach.
  •  Experience in project design and proposal development. Experience in writing content tor proposals. .
  • Knowledge of capacity strengthening best practices.
  • Experience with program monitoring and evaluation and analysts.
  • Experience and skills in networking and relations * with donors, peer organisations and faith-based and civil society partners; Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge sharing networks.

  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with my individuals in diverse geographical and cultural settings.
  • Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.
  •  Good technical writing skills.
  •  Presentation, facilitation, training, mentoring and coaching skills.
  •  Proactive, resourceful and results—oriented.

Required/Desired Foreign Language: Good written and spoken English

Travel Required (include percentage of required travel, ll applicable): 30% travel is expected

Supervisory: DHOP
Internal: Head or Programs (HOP), Chief of Party, Program Managers, Technical advisors, GP Gender staff
External: Government-officials, NGO staff and CRS EARO and Headquarter staff
