Job Summary The Medical Coordinator will serve as the clinical lead for RI’s medical activities and programs in Palorinya Settlement of Moyo District. The MC is responsible for defining, planning, initiating, and monitoring medical activities and programs in the field, in coordination with the RI logistics officer and country director. The MC coordinates human and material related resources needed in order to ensure high-quality provision of medical services on a daily basis. The MC is responsible for day-to-day program management, including the full project cycle. The MC will play a key role in building up RI’s health program capacity in Palorinya and Moyo district. For RI’s initial project in Palorinya, the MC provides daily oversight of clinical operations at RI’s 3 static health facilities, including line management of the clinical officer in-charges at each facility. The MC is charged with constantly ensuring and enhancing the quality of clinical services provided to patients at the clinics.

Key Duties and Responsibilities:
Implementation of Clinical and Medical Services:

  • Lead and oversee daily implementation and monitoring of medical services at three RI static health clinics.
  • Design and put in place internal quality control measures to regularly assess the quality of medical services being provided to patients at 3 RI clinics.
  • Manage the process for referral of emergency cases to health center IIIs and Moyo Hospital.
  • Be on call during and outside of working hours to provide medical consultation/ case management in the event of emergencies at the RI health clinics.
  • Working with the Logistics Officer, ensure smooth and uninterrupted supply of medicines, consumables and supplies to the health clinics.
  • Monitor consumption and stock levels and prepare medical orders (purchase requests), in order to avoid stock-outs.
  • Together with the Logistics Officer, supervise the RI medical warehouse & pharmacy, the RI cold chain facilities, and all RI medical equipment.
  •  In the event of unexpected disease outbreak or increase in a particular morbidity, work with the Country Director and external stakeholders (government, UN agencies and partners) to implement an effective response for RI clinics and catchments.
  • Quickly address problems with implementation that arise on a day-to-day basis, liaising with the Country Director as needed for additional support.
    Staff Management:
  • Provide direct line management of clinical officer in-charges at health facilities, and overall management of the RI clinical staff team.
  • Provide site-level technical support, mentorship, coaching and supervision of clinical staff at the facilities to build capacity, and ensure that implementation quality is in line with RI and MOH standards.
    Program Management:
  • Manage the project cycle (work plan, budget management, implementation, reporting to donors and internally), with support from the Country Director as needed.
  •  Keenly monitor implementation of RI programs to ensure progress according to project plans and grants. Identify any bottlenecks and take action to address gaps.
    Coordination and Technical Representation:
  •  Regularly liaise and coordinate with technical counterparts from partners, UN agencies, the district health management team, and the Ministry of Health.
  • Represent RI in technical meetings at settlement, district, and national level related to clinical matters, including development of guidelines, policies and programmatic approaches.
  • Work to elevate RI’s profile as a health technical and implementation partner in the district.
    Data Analysis, Reporting, and Quality Improvement:
  • Working with biostatistician, develop comprehensive log frame and M&E plan for this project.
  • Manage medical data collection and analysis processes, in collaboration with the Biostatistician.
  • Keenly review and interpret clinical data to identify strengths and areas needing improvement, with support from the Biostatistician. Develop interventions to improve programming where needed.
  • Prepare monthly internal reports on the medical components of the program, and input into donor reports.
    Other:
  • Keep apprised of emerging needs in the health sector in Palorinya settlement and Moyo district as a whole, to inform RI programmatic and strategic direction.
  • Provide technical and operational input into the design, structure, and budgeting for new health projects.
  •  Work closely with Country Director and Safety & Security Officer to develop staff health guidelines and contingency plans in case of staff health emergencies.


Qualifications, Skills and Experience:

  • The applicant must be a medical doctor, with minimum of Bachelors in Clinical Medicine and Surgery
  • At least five years of experience practicing medicine; at least 2 years of experience working with an international health NGO. Experience working in similar rural contexts is desirable.
  • A dynamic individual with a demonstrated ability to perform in a demanding, fast paced and often insecure environment.
  • Previous exposure, experience and ability to implement full project management cycle (proposal and logical framework, work plans, budget management, reporting)
  • Substantive experience managing, supervising, and mentoring clinical staff.
  •  Ability to creatively solve complex and sudden clinical and medical logistics challenges with limited support.
  •  Takes initiative and ability to multi-task.
  •  Ability and willingness to live and work in remote areas
  •  Strong communication and interpersonal skills.
  •  Politically and culturally sensitive with qualities of patience, tact and diplomacy.
