The Democratic Governance Facility (DGF) was set up in July 2011 by eight Development Partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union. The aim was to Provide harmonized, coherent and well coordinated support to State and non-State entities to strengthen democratization, protect human rights, improve access to justice and enhance accountability in Uganda.

The DGF is legitimized by the agreement between the Development Partners and the Government of Uganda to support good governance in the country. Therefore, our work is aligned to the Constitution of Uganda and National Development Plan. in the first phase (DGF l), the facility worked in partnership with over 80 State and non-State actors. Currently, the facility is planning to implement the second phase of the programme (DGF II) which nine from January 2018 to December 2022. The DGF II programme was made possible with funding from seven development partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, and the European Union. to the new phase, DGF will have three spheres of work: (i) Democratic processes that build citizen-state relationships; (ii) Citizen empowerment, engagement and accountability; and (m) Protection of human rights, access to justice and gender equality.

The DGF Facility Management Unit (DGF FMU), which is responsible tor the day-to-day management and implementation of the programme, wishes to recruit talented and experienced individuals to join its team. Successful candidates will be part of a team of professionals with different skills; talents and competencies that work collaboratively within and across the three DGF spheres.

ORGANIZATIONAL DEVELOPMENT ADVISOR

Main purpose of the Job
Reporting to the Corporate Capability Manager (CCM), the Organizational Development Adviser
(ODA) will work with the sphere and finance teams, Programme and Leaming Managers (PLMs), Deputy Programme & Learning Managers (DPLMs), Programme Managers (PMs), Head of Finance & Administration (HcFAl, and Finance Managers (FMs) to assess, diagnose, plan, and implement strategic organizational development intenrentions to improve implementing partners‘ wpacity to design, manage, and implement project interventions. The ODA will suppoitthe COM to strengthen and facilitate intemal OD activities in the FMU.

Key Responsibilities

  • Review and redesign corporate strategies, policies, and procedures linked to areas of organizational development. Determine the most effective way of providing OD support to partners.
  • Work closely with the spheres, finance teams and lmplemenfing Partners (lP‘s) to ensure adequate capacity is built in both lP‘s technical and organizational areas.
  • With the PP‘s, analyse their OD needs; identify predominance gaps required to meet organizational development needs and propose appropriate OD interventions.
  • Work closely with PMs to ensure a consistent approach to partners. Ensure PMs are aware of any interactions with implementing Farmers.
  • Working with the PMs and M&E team, ensure appropriate data collection and analysis of organizational capacity assessments or other OD related activities.
  • Ensure all commitments to partners are agreed upon with the PMs and DPLMs before communicating them to partners.
  • Provide expertise and process consultation to IPs on effective change management oi organization development interventions.
  • Develop, adapt or revise participatory organizational capacity assessment tool(s) to be used to understand DGF partner OD needs.
  • Drive execution of Learning & Development core and critical initiatives in IPs e.g. strategy formation, systems development, organizational structures, leadership and management, resources mobilization and human resource management and hereunder specific capacity building initiatives.
  • Provide lead technical direction /technical assistance in design and planning tor capacity related activities tor IPs.
  • if identified as part of the OD methodology, facilitate training events using adult teaming principles and practices; demonstrates the ability to utilize a range oi targeted knowledge and skill-building programs/courses supporting employee training and development.
  • With the PLMs, ensure relevant communities of practice are developed and strengthened through identification of teaming opportunities to ensure professional expertise and advice on all aspects of knowledge management as required.
  • Keep up-to-date with regional developments in capacity development! civil society strengthening. Review relevant reports, evaluations and other internal and external resources as necessary to improve program design and implementation.
  • in alignment with the Human Resource manual, maintain confidentiality about DGF and DGF implementing partners.
  • Other tasks as assigned.

Key Requirements

  • A university degree in Social Sciences, Community Development, Organizational Development or other relevant field. Advance degree preferred.
  • Minimum oi 5 years in managing or providing technical guidance to civil society strengthening or capacity development programmes and strategic OD interfacing with CSOs.
  • Experience in organizational capacity assessments and evaluations
  • developing tools, implementing, development of capacity development plans, etc
