JOB DETAILS:
The Norwegian Refugee Council ( NRC ) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within Shelter, Education, Food security, Legal Assistance, Camp Management Water, Sanitation and Hygiene sectors.

Norwegian Refugee Council (NRC) has been implementing project: for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 In the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumanl and Arua in West Nile. With funding from SIDA, NMFA, ECHO, UNHCR and UNICEF, NRC is implementing integrated projects in Adjumani/AruaIYumbe refugee settlements. NRC also initiated an urban refugee programme in Kampala. NRC now seeks to recruit a Project Manager for its Education Project. This position is based in Yumbe District. The Project Manager is responsible for the overall management of NRC's Education Core Competency projects in Uganda. NRC may be required to verity the identity of its partners employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose

RESPONSIBILITIES:
The Project Manager shall have the following responsibilities:

  • Line management of project staff, including performance management.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to the development of Country, Area and CC Strategies; initiate and participate in the development of relevant CC projects.
  • Coordinate and manage CC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Provide technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the Area Manager and the Education CC Specialist.
  • Ensure that projects target beneficiaries most in need of protection, exploring and assessing new and better ways to assist.
  •  Develop and manage project budgets (in cooperation with others) and coordinate across CCs
  •  Ensure capacity building of project staff and transfer of key skills.
  • Liaise and collaborate with relevant local authorities and other key Stakeholder.
  •  Promote the rights of IDPs/returnees in line with the advocacy strategy.

S/he will also;

  • Manage NRC education activities in West Nile; ensuring quality standards; conducting field visits and ensuring that project implementation is in compliance with the donors’ agreed requirements, community expectations, global standards, and NRC, govemment and UNHCR policies; and managing assessments and evaluations.
  • Establish a competency-based teacher training programme, defining training content through needs-based assessment of teachers, coordinating with partners, and delivering and monitoring training. in particular, establish long-term, classroom-based coaching/mentoring models, including through partnerships.
  • Develop the accelerated education programme in accordance with the Accelerated Education Working Group's Principles; in particular, advocating for its inclusion in district education authority plans; supporting research into its effectiveness and efficiency; training AE teachers and centre managers; ensuring alignment with formal provision of education; and working with partners to develop and implement an e-teaming component.
  • With the Livelihoods and Food Security team, provide flexible and appropriate youth programming, with a particular focus on market based, innovative interventions; identifying relevant courses; establishing youth skills centres, including management structures; working with partners to ensure no duplications or gaps; recruiting and training instructors; and ensuring the programme responds to changing needs.
  • Ensure the meaningful participation of the community, including children and youth, in project designed and implementation, and explore and implement new and better ways to assist the most vulnerable, especially girls and young worried and children and youth with disabilities or special learning needs. in particular, integrate education projects with community-based child protection and psychosocial support interventions, through partners where necessary, and support the implementation, management and monitoring of NRC’s Protection from Sexual Exploitation and Abuse in Education initiative throughout the education programme.
  •  Maintain overall responsibility for monitoring budgets; ensuring project implementation staff are adequately trained in tracking expenditure; working with project teams to improve value for money and cost efficiency; and ensuring the transparent and cost efficient procurement of goods and services.
  • Ensure the effective, accurate and timely monitoring, supervision, evaluation and reporting of projects; providing M&E support to implementation staff; supporting the Head of program on budget development and tracking and compiling financial reports; gathering information for donor reports and compiling project documentation; identifying opportunities to undertake appropriate research into education in the context; and ensuring teaming from M&E activities is fed back to staff and stakeholders and used for continuous qualify improvement of programming.
  • Collaborate with relevant local authorities, UNHCR and other key stakeholders, and work closely with the Uganda Education Specialist, Regional Education Adviser and other education staff to contribute to continuous quality improvement of NRC’s education programming.
  • Support the recruitment of technical staff across the programme.
  • Represent the NRC teams in internal and external fora, and represent the Area Manager in their absence on issues related to staff management, management of other resources, and overall coordination.

PROFESSIONAL COMPETENCIES.
Generic professional competencies:

  • Minimum three years of experience in a senior-level project implementation position in a humanitarian/recovery context.
  • Experience working in complex and volatile contexts.
  • Technical education expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  •  Fluency in English, both written and verbal.
  •  Valid driver’s license.

Context/specific skills, knowledge and experience:

  • Qualified teacher with a minimum of a Certificate in Education from a recognised institution and a minimum of three years’ teaching experience, including in minimally resourced education systems; preference fora higher degree in education, project management or a related discipline.
  • Programme and project management experience, gained from coordinating and/or managing education interventions (including formal and non-formal education and education in emergencies), especially in displacement-affected humanitarian early recovery contexts.
  •  Strong coordination competence, with the ability to establish and supervise technical lines, promote communication and knowledge sharing, manage multiple work streams, and ensure quality.
  • Understanding of child-centred, process oriented teaching and learning methodologies, positive discipline, inclusive classroom management and curriculum strategies (including gender and children with disabilities or special educational needs), formative and summative assessment, and lesson planning and schemes of work.
  • Understanding of adolescent and adult learning methodologies, with experience in delivering a range of teacher development activities, preferably including through in-sen/ice modalities, and at a variety of different levels, but especially training primary and secondary teachers; experience developing teacher-training materials preferred. Up-todate knowledge of trends in teacher development,
  • Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools and train staff in their use and to use evidence to inform programme design and management.
  • Ability to use ICT software to develop proposals, budgets, training and work plans, and monitoring and evaluation tools.
  •  Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily understood language.
  • Experience with start-up, exit or effective and efficient handling of emergencies.
  •  Knowledge of the context in the West Nile Region.
