The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children and to help those already infected with HIV/AIDS. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, Pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

EGPAF Uganda Country program scope involves; 1)the USAID Regional Health integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, Care and Treatment, Maternal, Neonatal, Child Health Services, Family Planning, Nutrition Assessment, Counseling Support, Malaria Prevention and Treatment and other Primary Care Sen/ices. 2) The Optimizing HIV Treatment Access among Pregnant Women (OHTA) covering 8 districts of South West Uganda. 3) The ELMA-funded Unfinished Business Project that focuses on closing the Adult-Pediatric ART gap. 4) Saving Lives at Birth that focuses on Development of a Model for National Scale-up of the Pratt Pouch to expand infant Nevirapine Prophylaxis in Uganda, Prevent Mother-to- child Transmission of HIV and to Save Infant Lives.

Job Title: Technical Advisor – TB/HIV
Location: Mbarara
Reporting Relations: Director Clinical Services

Job Summary;
To offer technical support, monitor and evaluate delivery of TB and TB/HIV collaborative and integration activities in accordance with NTLP and National HIV/ AIDS policies and standards, liaise with The Ministry of Health and other institutions involved in TB and HIV/ AIDS care services, participates in the formulation, review and recommendation of National Guidelines! protocols and policies on TB, TB/HIV service delivery, provide TB and TB/HIV technical support and guidance to the District Based Officers/ District Health Teams and the Community Based Groups (CBO), participate in organizing regular technical updates/review meetings for TB/HIV to the RHITES - SW Project Staff, provide continuous guidance and improvement of the quality oi the TB/HIV Program by regular application of quality improvement and Site improvement and" Monitoring Systems Approaches, develop and scale up change packages that address the gaps and challenges in the TB Program. participate in development of guidelines and protocols for delivery of TB and TB/HIV services and recommend standards to be used in the provision of Clinical Services to TWG (s), prepare SOPs to be used by the medical personnel in planning and institutionalizing clinical services, recommend and disseminate up-to-date clinical services delivery guidelines and protocols for TB and TB/HIV services, monitor and evaluate the delivery of TB, TB/HIV services, and recommend necessary follow-up actions, recommend/Identify training needs on TB and TB/HIV in the supported districts, provide on-the-job training, updating of skills of USAID RHITES SW and District staff, prepare periodic reports on TB, TB/HIV activities in the region.

Knowledge, skills and abilities required;
A Medical Degree and/or a Masters in Public Health. Post graduate training in Internal Medicine, Pediatrics, or Public Health. 5 years of relevant working experience in the area of TB/HIV Program planning and implementation, training in TB/HIV management, training of trainers skills, knowledge in HIV/AIDS, good knowledge of the District Health System (DHS), knowledge of National HIV/AIDS policies and guidelines.
