JOB DETAILS:
The World Health Organization, Uganda Country Office is looking for a qualified and competent Ugandan national to fill the following vacant position: A. FUNCTION AT THE MALARIA PROGRAMME The Malaria Control Programme delivers a package of interventions from the national level through the district up to the community level aimed at prevention, control and eventual elimination of the disease. In the High Burden High Impact approach of accelerating for impact, the role of a strong programme using strategic information to inform decision has become paramount. Under the overall guidance of Director General of Health Services, through the Director Commissioner and Assistant Commissioner/(National Malaria Control Programme) (NMCP) Programme Manager, the incumbent will be responsible for ensuring a coordinated availability and use of strategic information including functionality of the Health Management Information System (HMIS), data repositories, routine surveillance, monitoring, evaluation and research. .

DESCRIPTION OF DUTIES AND RESPONSIBILITIES
Knowledge management and Policy briefs
• Coordinate the research agenda and its implementation
• Spearhead the development of and presentation of regular policy briefs to MOH based on available evidence Data repositories and information generation
• Follow up the functionality and maintenance of the data repository, sustainability efforts by Ministry of Health (MOH) and trouble shoot where need arises.
• Support regular information sharing to the Assistant Commissioner Health Services (ACHS) and partners.
• Support production of regular reports including world malaria
• reports, annual reports and quarterly bulletins.
• Regularly update the malaria stratification process as malaria epidemiology changes.
Surveillance, epidemic detection and response
• Regularly compile analyse and share routine data using District Health Information System (DHIS-2).
• Oversee the malaria epidemic prevention, detection and response at • district and lower levels.
• Coordinate the MOH and metrological department to provide data, information for use in Epidemic Preparedness and Response (EPR).
• Coordinate timely Epidemic response to avert death and morbidity.
• Support EPR capacity building at all levels. Evaluations and Research
• Coordinate all population based evaluations like malaria indicator Survey, Demographic health survey, health facility assessments etc
• Support production of policy briefs to MOH following these evaluations
• Support operational research and translation of information generated into malaria planning Capacity Building
• Support capacity building in the areas of surveillance, monitoring,evaluations, research and EPR.
• Perform any other duties that may be assigned by the ACHS.


SKILLS
• Excellent writing and oral communication and presentation skills;
• Leadership skills and a participatory coaching management style;
• Ability to oversee complex issues and identify priorities; Language: Fluent in English; Good working knowledge of Microsoft Office, including Word, Excel, and PowerPoint.

EDUCATION
• Essential: MBCHB and Advanced Degree in Public Health/Health services Management/Health systems development
• Desirable: Post graduate training in Monitoring and Evaluation, Epidemiology.


EXPERIENCE
• Essential: At least ten (10) years of professional experience in health services program management, health system strengthening activities.
• Experience in data analysis and use.
