JOB DETAILS:
The Ministry of Health (MOH) has received a grant from the Centres tor Diseases Control and Prevention (CDC) Cooperative Agreement (CoAg), a strategic mechanism of the United States Government (USG) to implement activities in line with its mandate in support of the Public health response to HIV/AIDS and other health systems. CDC will he supporting a pool of Human Resources that are expected to lead the implementation of the grant The staff to be recruited under this grant will be contracted by the MOH. The contracts are for one (1) year renewable subject to availability of funds and satisiactory performance of the staff.
Job Title: Data Manager, HMIS FP
Reports to: Assistant Commissioner/ Health Information
Job Purpose: Responsible for the management, organization, storage, maintenance and accesses of information systems, governance and risk management process. .

Key Duties and Responsibilities
• Identifying database requirements and designs systems according to needs of the organization.
• Defining database structures, functional capabilities, and ensures database security and availability in real time. improving the eflectiveness of the database tools and services
• Maintaining and monitoring database performance oi the information systems
• Building capacity of users.
• Automating common queries from users through a dashboard.
• Maintaining quality service by establishing and enforcing organization standards, procedures and ethics.
• Contributing to team effort by accomplishing related results as needed.
• Ensuring all the data complies with legal regulations.
• Building new databases, monitoring data entry procedures and Troubleshooting

Key Result Areas
• Maintaining an updated and running data management system.
• Identifying database requirements and designs systems.
• Improving the eflectiveness of the database tools and services.
• Automating common queries from users through a dashboard.
• Building capacity of users.

Academic Qualifications
Relevant Degree with a Master's degree in Computer Science from a recognized University/institution

Experience
• At least six years of experience in managing, developing and maintaining large and complex databases in a large organization
• Experience in database management, database performance tuning, database security and operating systems

Competences
• A good understanding of database architecture, soltware, database management systems and data Protection Act.
• Knowledge of information security policies.
• Ability to pay attention to details.
• A team player, dependable with good analytical skills.
• Ability to work to a high degree of accuracy.
• Good communication, presentation and negotiating skills.
• A willingness to keep up to date with developments in technology.
