JOB DETAILS:
The European Union Emergency Trust Fund (EUTF) and the German Ministry for Economic Cooperation and Development (BMZ) have commissioned the Gesellschaft fiir lnternationale Zusammenarbeit (GIZ) with the programme “Supporting Refugees and Host Communities in Northern Uganda". The main objective ol the programme is the improvement of the inclusive socio-economic development of refugees and the host population within the three districts of Northern Uganda, namely Arua, Adjumani and Moyo, which are amongst the districts with the highest percentage of refugees. The programme combines the support to the district local government structures, efforts to create income and employment and the support for agricultural activities.
GIZ is recruiting the following positions to support the improvement of the inclusive socio-economic development of refugees and the host population within the three districts of Northern Uganda.

  Key Responsibilities
The Expert provides is responsible for;
• Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the line manager _ ‘ .
• implementing daily operational aspects of all issues related to the project
• Cooperating closely with government offices at district level, development and humanitarian partners, private sector, educational institutions and community-based organizations
• Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups '
• Exchange knowledge and learnings with other stakeholders in the sector (e.g. by participating in technical working groups) and draw on existing evidence to improve the quality of the project activities. The export performs the following tasks:
Specific Tasks
Coordination and monitoring tasks
• Assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts
• Monitors all the actions around the grant implemented by GIZ cooperation partners
• Conceptualizes, plans and implements workshops, seminars and other events on issues connected with the project/programmes area of activity
• Assists strategic project management, including project conceptualization, planning, implementation, monitoring and evaluation, quality assurance, communication and documentation
• Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
• Complies the relevant information for joint activities and assignments
• Supports tender procedures (prepares tender specific documents, evaluate documents, contracts)
• Support M&E of project activities, outputs and outcomes
• Supports conceptualizing and managing of skills training
• Supports analysis oi training institutes and curricular offered
• Supports development of training concepts.
Networking and cooperation
• Exchange knowledge and learning with other stakeholders in the sector (e.g. by participating in technical working groups), and draw on existing evidence to improve the quality of the project activities
• Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with host communities and refugees, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
• Communicates local interests and efforts, forwards these to project team and encourages sharing ideas and information for the benefit of the project programme.
Knowledge management
• Ensures knowledge transfer to project/programme information
• Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• Draws up reports and presentation documents
Prepares appropriate input for various project/programme reports including annual reports and contributes to other reports required by the programme manager, the EU and GIZ Head Office.


  Qualifications
• University education (minimum master's degree) in in an area related to the programme objectives e.g. in economics, education, management, development studies or a comparable field of studies. Professional experience ’
• At least 5 years of relevant professional working experience
• A minimum of 6 years of demonstrated experience in (youth) skills development, including coordinating internships and apprenticeships and youth entrepreneurship promotion
• At least three years working experience on supporting vocational training with experience on curriculum and training approach development, practical work exposure for students and linkages to the private sector
• Broad knowledge and understanding of the vocational training sector in Uganda and the various stakeholders involved
• Strong understanding of issues faced by women, youth and refugee populations related to education, employment, skills training, entrepreneurship and job creation
• Solid understanding of the Ugandan labour market and its dynamics, especially regarding policies, challenges and causes of youth unemployment underemployment
• Experience with public-private cooperation
• Experience in working for donor agencies, non-governmental organizations, or other international organizations is an advantage
• Familiar with the Requirements for a Comprehensive Refugee Response (GRRF) in Uganda
• Strong organizational and analytical skills and ability to work well under pressure, with minimal supervision and in remote areas. Other knowledge, additional competences
• Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
• Fluent English, Madi and/or Lugbara language skills are a very strong asset
• A non-judgmental, open minded and positive attitude
• Creative thinking and problem-solving ability
• Willingness to upskill as required by the tasks to be performed — corresponding measures are agreed with management
• Willingness to travel regularly Working Conditions
• Will work in both an office environment and in the field and will work a standard work week
• Has to have flexibility in working hours as some work will happen outside the standard work week (as official travels).


Personal experience
• At least 8 years of relevant professional working experience
• A minimum of 6 years of demonstrated experience working on programmes in private sector development, business environment reform, investment promotion
• Solid understanding of the Ugandan labour market and its dynamics
• Understanding of, and practical experience in business capacity development of SMEs & entrepreneurs.
• Knowledge of the recent trends for private sector development and investment creation among domestic and international actors in Uganda
• Previous experience in formation of value chain investments and alliances, public-private alliances, or similar
• Experience in working for donor agencies, non-governmental organizations, or other international organizations is an advantage
• Familiar with the Requirements for a Comprehensive Refugee Response (GRRF) in Uganda
• Strong organizational and analytical skills and ability to work well under pressure, with minimal supervision and in remote areas
