University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005 is an implementer for the USAlD's Regional Health Integration to Enhance Services in East Central Uganda {USAlD's RHITES EC) Activity. The purpose of the Activity is to support delivery of integrated health and HIV services in districts of East—Central Uganda. URC seeks a qualified candidate to fill the following position:

Under overall direction by the Chief of Party, the Director or Health Service Delivery is responsible for providing high level strategic leadership, guidance, oversight and supervision of the design, implementation, monitoring of project-supported high quality, high-impact interventions to support delivery of HIV prevention, care & treatment; Malaria; Tuberculosis (TB); Maternal, Newborn and Child Health; Family Planning; and Nutrition services in the 12 districts. S/he will directly assist the Chief of Party in the documentation of implementation and impact of these interventions. S/he will have relevant technical expertise and experience; solid professional reputation; and program management expertise. S/he will mentor and supervise a team of other senior level teams who manage the different program components..

Specific Responsibilities: - all Take lead in the rapidly volving design, implementation and tracking of HIV, TB, , Malaria, RMNCH, FP and Nutrition program interventions and activities, using a Collaboration, Learning and Adaptation (CLAII approach as well as ensuring adherence to relevant national policies and guidelines; b) Supervise and provide ongoing strategic leadership and technical guidance to the project HIWTB and Family Health (Malaria, RMNCH, Family Planning and Nutrition} teams to effectively provide program implementation support to cluster, district and healthcare facility-based teams c) working closely with other Directors and teams, design and lead technical understanding of initiatives to strengthen capacity of districts, healthcare facilities and respective communities to deliver high quality, high impact health interventions and ervices d) Ensure the project's HIV, TB, Malaria, RMNCH, FP and Nutrition activities are informed by evidence, are well-coordinated and demonstrate clear direction towards district, Government of Uganda and USAID performance targets; e) Oversee and ensure appropriate technical support is provided by the project to cluster arid district teams, including DHMTs, to in-turn effectively support service provider teams at facilities and in communities to deliver quality HIV, TB, Malaria, RMNCH, FF‘ and Nutrition services; 'F) Closely work with other project senior, mid-level management and field teams as well as district and service provider teams to routinely use Ql methods to address service delivery performance gaps; g) Actively be involved in engagement meetings and fora at MOH (including participating in relevant National T"NGs} and USAID as may be required, including effectively representing the USAID RHlTES—EC and preparing and making high quality presentations in these engagements h) Prepare and present routine and periodic program reports, as may be required

Required Experience and Qualifications:- (a) ABachelor's degree in medicine; (b) a Post-graduate qualification in Medicine or Public Health, oranotherrelevant field; (c) At least 10 years of professional working experience in strengthening service delivery systems in HIV, TB, RMNCH, FP, Malaria, and or nutrition programs in Uganda, ideally working closely with central and district local governments to design, implement and monitor related public health interventions; (d) Broad knowledge and understanding of the Ugandan health care system, particularly the public health system (district health services) and good knowledge of relevant community support structures.


Other desired attributes: -Experience with USAID,PEPFAR and or other donor projects; experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, andXor other stakeholders on HIV/TB and/or RMNCH initiatives in alignment with national strategic plans; experience working within Uganda is strongly preferred; Experience in managing quality improvement interventions and technical/institutional capacity building programs; and Excellent written and oral communication skills.
