JOB DETAILS:
The German Ministry for Economic Cooperation and Development has commissioned the Gesellschaft fur Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda”. The main objective of the programme is that selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles (transparency, accountability, efficient and effective management and political participation) in their respective areas of responsibility. Structurally, the programme focuses on 3 main components: 1) Strengthening External Audit 2) Strengthening Human Rights and 3) Strengthening Civil Society. GIZ is now recruiting a Junior Administration Officer under component 3, Strengthening Civil Society. The main objective of the component is to strengthen and improve the capacity of civil society in Uganda, highlighting the Government of Uganda – CSO engagement in support of Uganda‘s development goals.

Key Responsibilities
The Junior Administration Officer is responsible for
Supporting the Administration Officer as an Administrative Assistant
Tasks
Secretarial Functions
• Makes appointments for the Hub Coordinator as assigned.
• Takes and distributes minutes of team meetings.
• Undertakes all other secretariat duties as assigned.
Administration
• Supports the Administration Officer in filing documents in reference files and DMS.
• Photocopies and scans documents as assigned by the hub Mbale staff.
• Supports the Administration Officer in recording and ensuring all assets for the project are timely inventoried.
• Controls and verifies the correctness of travel claims.
• Supports the Administration Officer in organizing events, meetings and activities in close collaboration with the project staff members.
• Coordinates meetings and workshops in the office premises.
Finance and Accounting
• Supports the Administration Officer in the preparation of the internal control procedures especially those relating to stock keeping.
• Performs any other duties as may be assigned.
• Prepares transport refund calculation sheets in cooperation with Technical Advisors. Procurement
• Supports the Administration Officer in getting quotations for procurement.
• Procures all air tickets for all project staff according to the GIZ guidelines.
• Checks invoices, delivery receipts and other papers and signs them/submits for payment.
Other duties/additional tasks
• Substitute the Administration Officer in his/her absence.
• Be prepared to travel and to undertake further job training related to his/her position and duties, if required. Special training programmes shall be identified and selected jointly with the the Administration Officer and the Hub Coordinator.
• Perform other duties and tasks at the request of the Administration Officer and the Hub Coordinator.
Required Qualifications, Competencies and Experience
Qualifications
• A minimum of a Bachelor’s Degree in a related field. Professional experience
• Minimum 2 years’ professional experience in a comparable position.
• Working experience for GIZ and knowledge of GIZ procedures, processes, rules and standards would be an asset
• Working experience with EU funded projects and accounting procedures of advantage
Other Skills and Competences
• Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
• Very good knowledge of the English, Luganda and Lugisu/ Lumasaba language
• Good writing skills
• Willingness to upgrade as required by the tasks to be performed
• Excellent communication and coordination skills
