JOB DETAILS: RTI International is seeking to recruit a suitably qualifi ed candidate to fill the position of Monitoring & Evaluation Manager 2 for the USAID Uganda School Health and Reading Program (SHRP). RTI International is an independent organization dedicated to conducting innovative, multidisciplinary research that improves the human condition. RTI International is implementing SHRP which is an education program running through August 2019 that works with the Ministry of Education and Sports (MOES) and 41 districts to improve reading in the early grades and enhance awareness of HIV/AIDS and gender based violence in schools.
JOB TITLE: Monitoring & Evaluation Manager 2 (1 Position)
LOCATION: Kampala
REPORTING TO: Chief of Party
PURPOSE OF JOB
The Monitoring & Evaluation Manager is responsible for the implementation of the monitoring and evaluation plan and facilitate access to information within the program and ensure smooth fl ow and implementation of the program activities. The position largely supports program collection, analysis and communication of monitoring data. This position is based in Kampala, Uganda
PRINCIPAL RESPONSIBILITIES
• To promote learning within the program by organizing monthly technical team meetings and support learning agenda research efforts and promote learning to guide program adaptation.
• To conduct regular and routine monitoring of all program activities, oversee all data collection and analysis activities to support program monitoring.
• To coordinate and oversee the management of key USAID reporting activities, including updating indicators, targets and actuals for documents (PMP, reports) and databases (PRS, TraiNet, etc.)
• The M and E Manager may also be called upon to represent the M&E team and the program at large in MoES working group meetings and other stakeholder meetings and conferences.
Minimum Required Education & Experience
A relevant Master’s degree and 9 years of experience or Bachelor’s Degree and 12 year of experience or equivalent combination of education and experience.
Only candidates who have a good understanding of and experience working the following will be considered;
• SHRP /EGRA methodology
• Uganda Ministry of Education and Sports experience
• Electronic data collection (on tablet)
• Experience in training and managing teams is also desired.
Skills & Abilities
• Demonstrated knowledge of early grade reading methodology and approaches;
• Demonstrated ability to have good interactions with and support MOES and district officials;
• Demonstrated computer skills, especially Microsoft word and excel;
• Demonstrated history of submission of timely and quality accountability documents, reports, and success stories;
• Openness to new knowledge and willingness to support other people;
• Ability to work under tight deadlines;
• Passion to work hard in various activities (trainings, monitoring and support supervision, CCTs, materials, etc.)
• Excellent spoken and written English skills are required.
• Strong organization and problem solving skills
• A good understanding of USAID reporting requirements
