Working Relationships and Accountability
The Programme Manager will report directly to the Country Director. They will work closely with the Administrator in the Uganda office and the Programs and Finance teams in London office and project partners. They will be responsible for supporting logistical, monitoring, evaluation, learning activities and project management of the THET run West Uganda Mental Health Project in Arua and Mbarara sites in close collaboration with project implementing partners.

Main purpose
To ensure the high-quality delivery of West Uganda Mental Health Project, implement THET project activities and coordinate the activities undertaken by project partners to ensure the project targets are met on time and within budget.

Position summary
Under the supervision of the Country Director, the Programme Manager will be responsible for the holistic support for the implementation of the West Uganda Mental Health Project in Arua and Mbarara, Uganda.
This will include working closely with project partners to refine and deliver project activities; leading on advocacy on a national and sub-national level, liaison with national and sub-national stakeholders, project management and oversee monitoring and evaluation with project partners.
The programme manager will ensure high-quality implementation of the Project on time and to budget. They will lead on the quality implementation of the programme and will take a lead in new programme development and resource mobilization for continuation of the programme. They will support all monitoring, evaluation and learning activities and to develop and maintain systems to collect, analyse information on inputs, outputs, outcomes for project as a whole.

Project summary
THET with East London NHS Foundation Trust, London, UK and Makerere University, Kampala, Uganda received funding from the UK Department of Health & Social Care (DHSC) to implement the West Uganda Mental Health Service Improvement project. This project will strengthen the mental health care system in Uganda for refugee and host communities in West Nile and South-Western Uganda. It will utilise a co-created ‘mhGAP Plus’ approach to train non-specialist clinical and community staff and local leaders, through cascaded training from a local faculty trained by the project. The project will also pilot a Peer Support Worker (PSW) approach for community level mental health care in the two main centres within the project zone (Arua and Mbarara). This will involve the training of service users to undertake group and one-on-one therapeutic recovery sessions for community members, assisting the formal healthcare workers reach unmet need in the community. The project looks to build sustainability through the development of an online training and peer-supervision platform, as an ongoing repository of training resources, self-directed training, and peer/supervisor engagement.

Specific tasks of the Programme Manager
Programme Management
Day to day management of the West Uganda Mental Health Project including:
• Manage the planning and timely implementation of project activities with partners to ensure high quality delivery to agreed workplans and budgets.
• Ensure quality of programme interventions and the seeking of relevant advice from partners and contacts
• Facilitate excellent coordination of programme activities, planning and dissemination between internal and external stakeholders.
• Managing budgets and providing timely and accurate financial reports to donors and the London office as well as monitor spend against budget for projects.
• Support the validation of training materials for health workers and per support workers
• Attend and support coordination of training sessions
• Support logistical arrangements for international and local travel by project team
• Establish and maintain effective communication with relevant partners in local government, including health facilities, training institutions, NGOs and donor organisations.
• Arrange, support and contribute to relevant meetings and workshops to further the goals of the programme.
• Maintain accurate records of project activities and spend
• Developing and updating a master contact list for key stakeholders
• Attend external meetings including with the MoH, key partners and relevant stakeholders whenever necessary
Monitoring and Evaluation
• Lead the development of monitoring and evaluation tools with project partners and THET MEL officer
• Coordinate monitoring and evaluation activities with project partners
• Quality assurance of data collection
• Support the timely and accurate reporting to donors and stakeholders on programme activities, outcomes and impact.
• Lead on the development of donor report with support from the Uganda country office and London Programmes and Grants teams
• Responsible for communicating monitoring, evaluation and learning strategies and activities to partners.
• Contribute to organisational evaluation of project
• Overall responsibility for timely and accurate reporting within THET and to donors and stakeholders on programme activities, outcomes and impact.
Communications
Lead on the periodic collection of communications materials for project programmatic purposes including:
• Photography
• Interviewing key project beneficiaries
• Drafting case studies and other communications materials as required
New Business Development
• Lead on identifying and assessing funders for the continuity of the West Uganda Mental health project
• In liaison with the Uganda and London offices contribute to writing funding proposals and submit these to potential funders
• Contribute to the preparation of budgets for proposals
General Support
• Provide support to the Country Director as necessary and relevant.
• Represent THET externally as necessary and relevant.
• Any other duties as required and directed by the Country Director
