Windle International Uganda (WIU) is a registered INGO whose mission is to promote peace and development in communities through provision and coordination of Education and training for Refugees and people affected by conflict.
Windle International Uganda is the lead partner of UNHCR in implementing the Education Management Program in Uganda with close collaboration with the Government of Uganda through the Office of the Prime Minister. With funding from UNHCR, WIU seeks to recruit a suitably qualified person for the following position:

Position: Regional Program Coordinator
Location: Field Based
Overall Job Purpose and Scope:
The Regional Program Coordinator is to support the Settlement Managers to carry out their responsibility to implement program goals and objectives. He/She will support optimal regional performance by advocating, advising and supporting professional staff; and monitoring and reporting on program progress.
The Regional Program Coordinator will enhance Windle International Uganda’s position in program delivery and initiatives in the Country Program. She/he is the point of contact; serving as a coordinator of information, service delivery, activities and tasks concerning the particular region of WIU Operations.

Responsibilities
Strategy: Strategic alignment of the region to WIU mission, vision, goals and objectives
• Support projects to adhere to the WIU strategic plan, policies and Standard Operating Procedures Identify opportunities for partnerships with Civil Society Organizations and other stakeholders Support projects to strengthen their collaboration with local governments at district level.
• Program Visibility and relevance to stakeholders; theory of change with indicators
• Demystify the theory of change of the program for staff to have a better understanding of its strategic direction
• Oversee the implementation of program quality standards and protocols
• Participate in funding Proposal development
• Identify and implement innovative ways of implementing the program.
Management: Cohesive team with evidence of targets reached or exceeded
• Supervise the activities of the Settlement Manager, ensuring deliverables are met in a timely manner Perform routine support supervision at the field offices and follow up recommended actions
• Support Settlement Managers to develop timely, realistic and quality work plans
• Receive and review project reports to ensure they meet of the highest standard and provide timely feedback
• Coach and mentor Project teams for a deepening of skills base of the project in line with the required competencies.
M&E, Learning: MIS of stories of change, promising practices and lessons learnt that are worth publishing
• Ensure that all project carry out timely collection, analysis and utilization of data; that relevant M&E tools are available and using to collect data
• Support regional field offices to put in place effective project measurement systems through with Monitoring and, Evaluation mechanisms for and to enhance Learning Support collection, compilation and documentation of stories of change; promising practices and lessons learnt.
• Work with relevant WIU departments to share project finding and documentations
Financial backstopping and Project reporting:
• Ensure that all requests, documentation and accountabilities are submitted in a timely manner
• Pursuing and following up field requisitions for prompt approval and processing at the Head Office Ensure that projects to adhere to financial and procurement regulations of WIU and the donors.
• Prepare quality monthly, mid-year and quarterly donor reports in a timely manner
• Ensure that project teams document all project activities and ensure comprehensive reports are drawn in accordance with schedules set
• Receive, review and analyze the reports provided by Project Staff for correctness; verify the information and data therein

Minimum Qualifications & Experience
• Bachelor’s Degree in Education, Adult and Community Education, Social Development of related field from a reputable Institution
• Postgraduate Certificate, Diploma or certification in Education Management or Project Planning or any program related field
• At least four (4) years of progressive experience in Education in emergencies.

Other Desirable skills:
• Excellent organization, negotiation and coordination skills;
• Must be result-oriented and able to backstop all operations in the project locations;
• Excellent Communication skills (written and verbal)
• Knowledge of and experience with Refugee Operations and Education in emergencies;
• Demonstrated experience in public awareness, lobbying, policy engagement, and advocacy. ;
• Superior Analytical, Presentation, Intercultural and interpersonal skills;
• Excellent report writing, budgeting and financial management skills;
• Demonstrated experience in project management;
• Knowledge of and experience in safe guarding and child protection;
• Ability to work under pressure and to work with multiple conflicting priorities.
