JOB DETAILS:
Energy Solutions for Displacement Settings (ESDS) is a global project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). It seeks to improve the energy supply in refugee camps and settlements in Uganda, Kenya and Ethiopia. By providing advisory services to UNHGR, the project supports the implementation of the Comprehensive Refugee Response Framework (CHEF) oi the United Nations. The framework seeks to stabilize host communities and strengthen the self-reliance of refugees by pursuing an approach that ensures to benetit both refugee and host communities.
In Uganda, ESDS develops and implements renewable energy solutions in displacement settings. The develops proposals for solar hybrid solutions and business models for the outsourcing of electricity supply that are attractive to the private sector {component 1). Furthermore, it seeks to improve market-based access to renewable energies for households, businesses and social institutions, both for refugees and host communities. For household access, this is realized through setting-up energy kiosks and developing approaches for distribution chains with the private sector. While promoting access to energy for social institutions, the development of Operation and Maintenance roan) schemes is key (component 2). On a policy level. ESDS works jointly with governmental stakeholders in the implementation of the CRHF into local energy sector programs {component 3). This job advertisement relates mainly to the activities of components 2.
GIZ is recruiting a technical expert with comprehensive understanding of the solar and cooking energy sector in Uganda and associated trends. also with regards to refugee settlements.
Job Title: Technical Expert -Market Based Access to Enegy in Refugee Settlements in Uganda GIZ- PREEEP (Energy Solutions tor Displacement Setting)
Report to: Team Leader Energy Solutions for Displacement Setting (ESDS)
Duty Station: Arua with frequent travels to Kampala

Specfiic Tasks
The key task of the solar and otf-grid energy expert will be to support the team leader with the implementation of Access to Energy proiects in displacement settings. Among others, this includes:
• Support the development ot market-based approaches tor access to energy in refugee settlements and host communities
• Implementation ol solar-powered energy kiosks that sell solar products. improved cook stoves and services (secretarial. phone charging etc.). including support to and supervision of construction companies, solar companies. training consultancies
• Support the establishment of small businesses and their uptake of renewable energies
• Set-up of service stations and trainings for electronic repair
• Collaborate closely with the private sector (solar and stove companies) from all over Uganda for setting up de$ energy products
• Support the development of end-customer financing schemes
• Support the development of a concept, and pilot street lighting including operation and maintenance schemes
• Support the development of a concept, and pilot waste disposal scheme tor batteries and solar products
• Accompany the implementation of awareness and marketing campaigns
• Work in close collaboration with 0PM. UNHGR, District Local Governments, NGOs, humanitarian and development stakeholders, refugees and host community members
• Support the installation ol solar energy tor social institutions and develop operation and maintenance schemes
• Support administrative procedures within GIZ. such as tenders, contracts with third parties, site visits, project monitoring
• Participation in the development of project action plans, budgets Regular consultation with the GIZ officer responsible and cooperation on all project activities
• Support monitoring and knowledge management
• Perform other duties and tasks at the request of management..


Qualification
• Master‘s degree in a relevant area such as renewable energy, electrical engineering, environmental management, business or social administration or other related fields.
• Relevant trainings and postgraduate qualifications are an added advantage.

Professional experiences
• At least 5 years of working experience, preferably with market-based energy access approaches in the solar andior cook stove sector
• Comprehensive understanding of the solar and cooking energy sector in Uganda and associated trends. also with regards to refugee settlements
• Experienced in private sector engagement tor energy access for households, institutions, businesses
• Knowledge on setting up energy product delivery chains, operation and maintenance schemes for institutions. end-customer financing schemes
• Existing network within the energy sector and the involved private sector
• Effective in communication related tasks. e.g. presentations, organization and facilitation of meetings, stakeholder coordination, organization of field visits, reporting, etc.
• Experiences in working independently and result oriented
• Experience in development cooperation or the humanitarian sector is a plus.
  Other knowledge, additional competencies
• Excellent networking skills, incl. interpersonal and communication skills
• Strong organizational and administrative competence, including excellent IT skills (Internet, Microsoft Office, email)
• Good communication and presentation skills
• Highly motivated to work in a multicultural and inter-disciplinary team
• Highly motivated to work with light timelines
• Willingness to frequently travel to Kampala and otherdistricts _
• Excellent knowledge of English. both spoken and written. and local languages.spoken and written. and local languages.
