JOB DETAILS:
The German Ministry for Economic Cooperation and Development has commissioned the Gesellschaft for Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda", co-lunclecl by the European Union_ The main objective of the programme is that selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles (transparency, accountability, efiicient and ellective management and political participation) in their respective areas oi responsibility. Structurally, the programme locuses on 3 main components: 1) Strengthening Accountability, 2) Strengthening Human Rights and 3} Strengthening Civil Society. GIZ is recruiting a Thematic Coordinator and Technical Adviser in the governance sector lor the component 3) Strengthening Civil Society in Uganda and to align its work with the component 2) Strengthening Human Rights.
Job Title: Thematic Coordinator and Technical Advisor Human Rights GIZ — CUSP (Strengthening Human Rights Component)

Key Responsibilities
The thematic coordinator and technical advisor is the tocal person lor the cooperation between the component Strengthening Human Flights and the GIZ Civil Society in Uganda Support Programme (CUSP) in particular for the coordination oi civil society activities relating to human rights sector. S/he will be responsible for:
• Ensuring regular information exchange between the components Strengthening Human Rights and the Civil Society in Uganda Support Programme {CUSP}.
• Chairing the GIZ internal working group on governance related civil society activities.
• Informing the activities of the Civil Society in Uganda Support Programme in the governance and human rights sector
• Ensuring alignment of CUSP activities in the governance sector with the strategic direction of the component Strengthening Human Rights, including on National Development Planning and -Local Government Development Planning. Ensuring thematic coordination of CUSP technical advisers in the governance sector based in Kampala. Gulu, Mbale and the mobile teams.
• Ensuring identification, initiation and coordination of joint activities between the Strengthening Accountability Component and the Human Rights Component.
• Monitoring and Reporting on progress and ioint achievements.
The thematic coordinator and technical advisor performs the following tasks:
Specific Tasks
Network in the sector
• Coordinate the GIZ internal network in the governance sector on civil society related activities iointly with the thematic coordinator accountability.
• Exchange lessons learned with the other thematic coordinators in the Water, Agriculture and Energy sectors.
• Report on civil society related and general relevantdevelopments on human rights to the GIZ heads of CUSP and the head of component Strengthening Human Rights.
• Knowledge Exchange
• Be thoroughly informed about all components. co-fundings and aligned GIZ programmes regarding Strengthening Human Rights and GUSP.
• Regular and continuous access to the structures of the components Strengthening Human Rights and CUSP in order to exchange views on their strategic direction and ideas.
• Meet regularly with technical aduisors trorn CUSP to be updated about progress oi the projects, including regular travels to the regional hubs in Gulu and Mbale, to the new mobile teams as well as the project areas of the component Strengthening Human Rights.
• Continue a mapping process and identification of actors and future partners in the human rights and accountability sector relevant for civil society related interventions.
• Monitor progress and report on achievements. Cooperation and coordination ol ioin projects
• Identity and coordinate iointactivities between the Strengthening Accountability Component (SAC) and the Human Rights Component (HRS).
• Update the head of components of SAC and HRC and team members regularly on the respective plans and activities.
• Provide technical advise on how to integrate accountability into National Development Planning.
• Closely link with the thematic coordinator accountability.
• Identify and support the development and implementation of Change Projects within GUSP, in close coordination with Human Rights component. through technical advice
• Ensuring alignment with the strategic direction of the components Strengthening Human Rights especially linking to the integration of Human Rights Based Approach in National Development Planning.
• Cooperate with the technical advisers, development workers and hub coordinators in the development of the Change Projects and initiative and implement a joint monitoring mechanism throughout the lifetime of the cooperation.

  Qualifications
• University degree (minimum Master degree}, preferably in law, political science, social science.


  Professional experience
• More than five vears of relevant professional work experience relating to human rights.
• Considerable professional experience with or in civil society organizations. platforms and networks. preferably in the area oi human rights.
• Working experience with or in MBA, international or development organizations.
• Knowledge of Human Rights approaches and mechanisms such as HRBA. Sustainable Development Goals, Equal Opportunities, Gender, and Non-discrimination.
• Experience in results-oriented project management.
• Experience in results-based M&E.
• Experience in reporting to international development partners.
• Experience in delivering professional training desirable.


Other knowledge, additional competences
• Excellent analytical skills.
• Excellent drafting and report writing skills.
• Excellent interpersonal and communication skills, in particular ability to summarise complex information in an accessible manner.
• Excellent command oi oral and written English language.
• Excellent Computer skills, in particular advanced word processing, Excel and Power Point.
• Creativity, innovative thinking and the ability to adapt quickly are desirable traits.
• German Language skills are an asset.
• Flexibility and willingness to travel
