ASSIGNMENT: CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION OF MATANDA IRRIGATION SCHEME INFRASTRUCTURE AND FACILITIES
Government of Uganda has received financing from the World Bank towards the cost of the Irrigation for Climate Resilience Project (ICRP) and intends to apply part of the proceeds for consulting services for Construction Supervision of Matanda Irrigation scheme Infrastructure and facilities
• The consulting services ("the Services") include: (i) Construction Supervision of Matanda Dam and Auxiliary facilities (ii) Construction supervision of the Matanda Irrigation Scheme Pipe Network
• The implementation period of the assignment is 38 Months. The duration for the 2No. assignment packages shall be:
• Construction Supervision for Matanda Dam and Auxiliary Facilities: Thirty-Eight (38) Calendar months disaggregated as follows: (i) pre-construction appraisal phase (2 calendar months); (ii) construction phase (24 calendar months) and (iii) defects liability phase (12 calendar months).
• Construction Supervision for the Pipe Network up to the Block: Thirty-Two (32) calendar months disaggregated as follows: (i) pre-construction appraisal phase (2 calendar months); (ii) construction phase (18 calendar months) and (iii) defects liability phase (12 months).

The Ministry of Water and Environment (MWE) now invites eligible Consultancy firms to indicate their interest in providing the services. Interested consultancy firms should provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
• Minimum of 10 years of core business as a consultant in undertaking and Construction supervision for water storage dams, bulk water conveyance and farm irrigation systems.
• The Consultant should demonstrate experience in carrying out at least two (2) similar assignments in the last 10 years. Similar assignments defined as those for undertaking construction supervision for water storage dams and bulk conveyance systems and design of on-farm distribution networks of a value of at least US$ 2 Million.
• Submit the firm's organogram to demonstrate the firm's technical and managerial capability.
• Presence of appropriate skills among staff for the following positions; Project Manager/Team Leader, Resident Engineer, Geotechnical Engineer, Hydraulic Engineer, Electro-mechanical Engineer, Land Surveyor, Environmental Specialist and Social development specialist. (Please do not submit CVs and bio data of experts).
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's 'Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing, Goods, Works, Non Consulting and Consulting Services], setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank procurement regulation July 2016 revised November 2017, July 2018 and
November 2020.
Information and clarifications can be obtained not later than three days to the date of submission at
the address below during office hours (Monday to Friday, 08:30 - 17:00 hours, except on public
holidays).
Expressions of interest (One original plus three copies) must be delivered in a written form to the address below on 11 July, 2023 at 11:00 a.m. The packages must be clearly marked as;
"Expression of Interest for Consultancy Services for Construction Supervision of Matanda Irrigation scheme Infrastructure and facilities"
