JOB DETAILS:
The World Bank Uganda Country Office seeks to hire an Extended Term Consultant to support the implementation of a Trust Fund (TF) to be based in Uganda Country Office. This position is a 12-months extended term consultant position renewable for an additional 12 months based on performance.
The World Bank, in partnership with the UK’s Department for International Development (DFID), has set up a US$12 million TF to support Government of Uganda implement NDPII. The programmatic TF, runs over the period 2018 to 2021. The TF is being managed by the Macroeconomic, Trade and Investment Unit of the World Bank.


Reporting to the Program Manager of the TF, the Consultant will support all activities related to the implementation of the TF. Speci cally, the Consultant will carry out day to day tasks to implement the TF, including: (a) Supporting teams in preparation of grant proposals, creation of grant funding requests, preparation of grant agreements and supervision of child grants; (b) Engagement with TF Donors and external clients; (c) Supporting the monitoring and evaluation processes, including preparing monitoring reports, documenting and disseminating to teams lessons and best practices to strengthen programme implementation; (d) supporting the TF technical committee and joint Advisory committee meetings through planning and coordinating meetings, providing briefs to TF manager, preparing minutes and ensure timely follow-up on issues raised; (e) Anticipating needs and requests during TF management and proactively initiating relevant process tasks for grant processing such as institutional  duciary assessments, clearance package preparation, TF Annual Reviews and preparation of bi-annual joint advisory committee meetings; (f) Providing effective technical input in strategic planning and policy recommendations in the area of TF implementation, taking initiative in improving and implementing TF operations management systems; (g)Utilizing the information collected on performance of the overall portfolio to update the Results Framework in line with the Fund’s Theory of Change; (h) preparing cash flow projections, monthly budget reports, and other aspects of financial management of the TF; and any other tasks as requested by the TF Program Manager.


Selection Criteria and Electronic Applications:
The successful candidates should hold a master’s degree in a relevant discipline e.g. economics, finance, business administration, social sciences or other field related to development with at least 5 years of experience in project monitoring and evaluation, programme development, management, implementation; preferably in developing countries. Excellent communication skills, both in oral presentations and in writing sections of papers, briefs, independent reports etc.; capacity to work simultaneously on tasks, ability to translate theory into practical applications in context of Bank work; strong interpersonal skills; experience from working in or with donors/development agencies is desirable; and A good understanding of Bank operational policies, practices and procedures notably with respect to Trust Funds, will be an advantage (though not essential). Fluency in English language is required.
