WHO WE ARE:

Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees since 1997 as an operational partner to UNHCR and OPM and from 2020 implementing partner to WFP. FRC is seeking for qualified Ugandan to fill this position:

Position LIVELIHOOD SPECIALIST / PROJECT MANAGER
Project Improved Economic Opportunity through Climate-Smart Agriculture
Contract type Fixed term, with a possibility of a one-year renewal at a time
Duty Station Kampala, Uganda
Reports to Programme Manager

Purpose of the Role:

The Project is implemented among 120 agriculture groups in Adjumani and Kyangwali refugee settlements and nearby host community through training, capacity building and agri-input support.
The Livelihood Specialist/ Manager leads and coordinates the planning and implementation, supports active M & E, writes high-quality reports and networks with other projects. S/he directly supervises a team of five; field-based Livelihood and VSLA officers and one M & E Officer.

KEY TASKS AND RESPONSIBILITIES
Technical advice and support for project implementation (45%)

1. Responsible for planning and developing viable livelihood approaches in the target rural communities in co-operation with stakeholders.
2. Provide capacity building of project staff and key stakeholders to arrange trainings to groups on livelihood interventions, climate-smart agriculture, environmental protection, food security etc.
3. Develop livelihood promotion capacities of the staff and community partners.

Project leadership, management, and monitoring (40 %)

1. Lead project implementation, ensuring that all planned livelihood and capacity building activities and targets are achieved within budget and timeframe.
2. Develop and implement active monitoring and evaluation using livelihood tools and approaches agreed with M&E Officer, analyse data to improve quality and effectiveness.
3. Ensure VSLA approaches and methodologies are incorporated into the project.
4. Supervise, and provide support to the technical field teams in planning and implementation, ensuring adequate monitoring, reviewing of progress and beneficiary feedback, and identify corrective actions.
5. Facilitate submission of quality project reports on time, using agreed formats.

Other (15%)

1. Stakeholder networking; Liaise with other NGOs and relevant government agencies to ensure good coordination and avoid duplication, share lessons.
2. Communicate internally to ensure that project needs and progress are well understood, and that necessary information for units’ work is available.
3. Contribute, where appropriate, to advocacy and information work,
4. With Finance Manager, ensure compliance with FRC and donor regulations and policies.
5. Participate in budget control and expenditure management.

PERSON SPECIFICATIONS:
Education & Academic Qualifications:

• Advanced Degree in Agriculture / Agribusiness / Sustainable livelihoods / Climate Adaptation / Food Security.

Experience:
• Min. 5 years’ experience in livelihood / agriculture / climate adaptation work with rural communities.
• At least 2 years’ project management experience.

Essential Skills:
a. Ability to prioritize a demanding workload and to work under minimal supervision.
b. Excellent planning and organizational skills.
c. Knowledge in change management and capacity building.
d. Good communication, feedback, and interpersonal and supervisory skills, assertive and able to question unclear transactions.
e. Willingness to step in and solve difficult situations.
f. Good computing skills; Word, Microsoft Office and M & E tools such as Kobo toolbox.
