Title: Senior Manager, Neglected Tropical Disease (NTD) Surveillance, Malaria and Neglected Tropical Diseases

Job Description

The Malaria and Neglected Tropical Diseases (MNTD) program is a leader in the effort to end malaria illnesses and deaths, refine and develop tools and approaches, invest in national programs, and build data to empower national governments to pursue and maintain elimination.
PATH seeks to recruit a Senior Manager for the Integrated Surveillance Capacity Assessment and Planning for Neglected Tropical Diseases Project. Reporting to the MNTD Program Leader, the Senior Manager will work closely with national programs, subnational health authorities, and other key partners under the leadership of the World Health Organization (WHO) to co-develop a modular toolkit to guide surveillance of neglected tropical diseases (NTDs). The toolkit provides a standardized approach for assessing a country’s options for developing or strengthening an integrated surveillance and response system for NTDs—including data quality, data use, platforms, processes, governance and leadership, workforce capacity—at the national, district and community levels for periods around validation or verification of elimination.
The Senior Manager will also contribute to wider MNTD departmental initiatives by providing technical assistance and scientific leadership related to NTDs.


Responsibilities:
Post-verification/validation surveillance of neglected tropical diseases (approximately 85%):

1. Oversee landscaping activities aimed at assessing the current state, barriers, and opportunities for integrated post-validation/verification surveillance (PVS) and response for onchocerciasis, lymphatic filariasis, and trachoma specifically, including utility of surveillance systems outside of traditional NTD platforms
2. Under leadership of WHO, review feasibility and adaptability of NTD and non-NTD surveillance systems at national level and subnational level for integrating NTD surveillance for PVS
3. Review opportunities for novel surveillance platforms, such as serosurveillance, to integrate surveillance among NTDs and with other diseases
4. Provide scientific and programmatic support under WHO leadership for the design of a toolkit to guide the assessment and planning of integrated PVS and response for lymphatic filariasis, onchocerciasis, and trachoma
5. Cultivate strong partnerships with a wide range of national, regional, and global technical and program partners
6. Provide guidance and support to project work in the areas of stakeholder consultation and synthesis of priorities across endemic country stakeholders, funders, and WHO to ensure utilization of assessment findings to guide WHO PVS protocols, criteria, and recommendations
7. Overall project implementation including direct staff management, supporting contractual and organizational reporting requirements, and ensuring high-quality technical delivery
8. Represent the project in scientific fora; develop and deliver technical talks and presentations
9. Lead/co-lead the development of scientific publications and presentations.
10. Mentor early career technical staff


MNTD Department (approximately 15%):

1. Cultivate strong partnerships with a wide range of technical and program partners.
2. Provide technical assistance for NTD or malaria research and program design
3. Contribute to strategic planning


Required Experience
1. Graduate degree in a related discipline (medicine, public health, epidemiology, infectious disease, or a related area) required
2. Minimum of 4 years of relevant global health experience with at least two years of experience supporting NTD elimination or post-validation/verification efforts in at least two countries preferred
3. Demonstrated experience developing, implementing, or evaluating NTD surveillance systems for elimination or post-validation/verification preferred
4. Demonstrated expertise in consensus building with multilateral institutions and global health organizations including but not limited to the World Health Organization and US Centers for Disease Control and Prevention
5. Experience coordinating with local institutions and other in-country partners, including National Ministries of Health, required
6. Excellent interpersonal and cross-cultural communication skills; effective at cultivating strong working relationships with a wide range of technical partners and institutions; adept at working closely with others over geographical distance
7. Excellent written and oral communication skills in English
8. Experience in public speaking and professional presentations
9. Willingness and ability to travel estimated at 25% of the time
10. Legal authorization to work in the PATH office country

Responsibilities:
1. Required Experience

1. Graduate degree in a related discipline (medicine, public health, epidemiology, infectious disease, or a related area) required
2. A minimum of 3 years of work experience in public health field research or surveillance design, implementation, and analysis (e.g., quantitative and/or qualitative survey methods, disease surveillance, experimental and quasi-experimental study )
3. Experience working with international program or surveillance evaluations that use routine national and publicly available data sources, such as health information management system (HMIS), geospatial, and programmatic coverage data
4. Ability to review existing research, literature, and resources to contribute to the creation of evidence-based materials and research instruments
5. Strong organizational skills, high level of attention to detail, and effectiveness under deadlines
6. Excellent interpersonal and cross-cultural communication skills; adept at working closely with others over geographical distance
7. Ability to work both independently with limited supervision and as part of a team.
8. Excellent written and oral communication skills in English
9. Willingness and ability to travel estimated at 10% of the time

PATH seeks a Communications Manager for the USAID-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. The purpose of the anticipated contract is to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy, seasonal malaria chemoprevention, health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.
The Communications Manager will be responsible for collaborating with the internal PATH project team and communication expertise across consortium partners to drive the development, management, and implementation of communication strategies for REACH Malaria per USAID guideline. The Communications Manager will be responsible for overseeing editorial and design services of all project deliverables and external communications and will work with partners/vendors to ensure the compliance of media materials with USAID regulations.



Responsibilities
1. Guide, shape, develop, update, and execute the project’s communication priorities and strategy, including key message development, risk communication, strategy and branding, and web content refinement, in line with USAID standards s.
2. Lead the development and manage the content of the project’s website and social media presence (Twitter, Facebook, YouTube, etc.) to increase outreach to stakeholders and access to program resources.
3. Contribute to the project activities in building capacity and skills of counterparts and beneficiaries in the government, civil society, and the mass media to develop and implement effective public communication activities.
4. Support partner organizations, grantees, service providers and consultants in implementing communications activities towards reaching project objectives and targets.
5. Identify key accomplishments, learning opportunities, and findings of project activities and deliverables to highlight through communications channels and products to increase the accessibility and utilization of project information.
6. In close partnership with project leadership, lead in writing, production, or editing of project materials including reports, fact sheets, PowerPoint presentations, and success stories related to project activities and accomplishments.
7. Facilitate the production of or take lead in developing customized products such as data visualizations and infographics, videos, and other communication products related to project activities
8. Organize and support workshops, trainings, and events based on findings and lessons learned for stakeholders, in order to facilitate collaborative learning.
9. Contribute to monitoring and reporting on achieved results and reached targets.
10. Contribute to the development of project-wide branding, strategy, and marketing plans and policies and review content to ensure it is on-brand, consistent in style, quality, tone of voice, and in compliance with PATH and USAID’s branding, strategy, and marketing policies and requirements.

Required Experience

1. Bachelor’s (or Masters) degree in marketing, communications, public relations, journalism, or related field
2. Minimum of 6 years of experience working in communications in public health, international development, or a related field.
3. Experience of working on USAID-funded programs and familiarity with USAID rules and regulations governing branding and marking is highly desirable.
4. Proven management skills and demonstrated success leading a team of communications professionals.
5. Proven success at developing and executing strategic communications strategies and deploying and leveraging various media and digital communication channels and tactics to reach and engage key audiences, including media, policymakers, and influencers.
6. Demonstrated experience in developing compelling communications content relevant to public health.
7. Strong graphic design skills including document layout and producing social media graphics and PowerPoint slides strongly desired.
8. Demonstrated commitment to diversity, equity, and inclusion.
9. Experience working in an international context and communicating and working across time zones.
10. Diplomacy and tact as an advisor to senior executives and as an external representative to partners and audiences in visible roles and settings.
11. Experience providing communications training and capacity building of colleagues; experience with developing-country cultures preferred.
12. Strong interpersonal, organizational, and project management skills.
13. Adept at working in a team and multi-stakeholder environment.
14. Flexible and adaptable to changing priorities.
15. Full professional proficiency in English, with excellent oral and written communications skills required.
16. Ability to interact professionally in French an advantage.
17. Available to travel nationally and internationally up to 25%.
