Background
The Bantwana Initiative of World Education, Inc. (WEI/B) is the technical OVC lead for the USAID/PEPFAR-supported Integrated Child and Youth Development Activity (ICYD) in Uganda. A central goal of the program is to improve HIV outcomes for HIV- exposed infants (HEI), children and adolescents (C/ALHIV) living with HIV to advance Uganda’s epidemic control goals.
Services to C/ALHIV and their caregivers are coordinated and delivered through a case management approach and clinic-community referral network that aims to coordinate and target service delivery to improve, track and document adherence and viral load suppression (VLS) results for C/ALHIV.
Parasocial workers (PSWs) sit at the center of the case management and service delivery system working directly with C/ALHIV and caregivers through household visits at community level, coordinating with clinic staff and HIV community structures at clinic and community level to ensure a continuum of care. ICYD is supporting over 30,000 C/ALHIV and HEI families under this program, 90% of all C/ALHIV across the 29 ICYD districts.
Research underscored the myriad structure and clinical barriers impacting poor adherence and VLS outcomes for C/ALHIV. Poor treatment optimization, weak or unreliable caregiver and/or peer support networks, poor understanding of treatment literacy by caregivers and C/ALHIV, food insecurity, and complex family relationships are among the chief drivers of poor HIV outcomes for C/ALHIV.
Addressing structural and clinical drivers to improve C/ALHIV and HEI outcomes requires upgrades for the PSWs and or Government or CSO Social Workers need to deliver, coordinate and document support to C/ALHIV. This includes basic assessment skills, knowledge of pediatric HIV and treatment literacy, communication and problem solving skills, assessing and addressing mental health issues, including common mental health conditions, basic counseling or other specific skills for assessing and addressing violence and/or GBV. Most
PSWs and/or social workers have basic but insufficient knowledge and skills across all of these domains.
The purpose of this exercise is to develop a user-friendly, cost-effective job aid/reference pack that can be used by PSWs and/or Social Workers in their work with HIV. Ideally, the reference pack will be made of durable material and can be included as part of the case management toolkit for PSWs/SWs, can be easily adapted for download on basic phones or tablets, and can be integrated into the social worker application.
The Materials Developer will work with a small team of ICYD OVC technical advisors (TAs) spearheading case management TA to Social Workers and PSWs supporting C/ALHIV.
The Materials Developer’s activities include the following:
1. With the ICYD TAs, Identify the most pressing skills/tips needed by PSWs to improve support for
adherence and VLS for C/ALHIV.
2. Review and simplify job aids across the HIV cascade drawing from existing materials.
3. With WEI B, establish a standard job aid content and design
4. Develop calendar and schedule, development and review process for audience feedback, job aid
development, testing, refinement, finalization, and dissemination.
5. Job aids packs will be developed in Phases, with Phase 1 rolling out for testing in mid August and Phase II in September.
