ASSIGNMENT TITLE: RECRUITMENT OF FIVE (5) FIELD MONITORING OFFICERS UNDER IFPA-CD PROJECT- Reference No: MWE/CONS/2022-2023/00042
The Government of Uganda (GOU) has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) Project and intends to apply part of the proceeds for consulting services. The project is being implemented by the Ministry of Water and Environment (MWE -Lead Agency). Uganda Wildlife Authority (UWA) and National Forest Authority (NFA) with the involvement of the Ministry of Tourism, Wildlife and Antiquities (MTWA) in tourism-related activities.

The Project Development Objective (PDO) is to improve sustainable management of forests and protected areas and increase benefits to communities from forests in target landscapes.
The consulting services ("the Services") include execution of tasks linked to the individual consultant detailed below under the project for a duration of three years full time). The detailed Terms of Reference (TOR) for the individual consultant can be found at the following
The MWE now invites eligible individual consultants to apply for the consulting assignments. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in the TORS. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand. The expressions of interest should be accompanied with a CV with phone contact, postal and email addresses, copies of relevant academic documents/qualifications and copies of the Contract (s) of the current or most recent similar undertaking.

paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers dated November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours ie., 0900 to 1700 hours Monday to Friday.

RECRUITMENT OF FIELD MONITORING OFFICERS UNDER IFPA-CD PROJECT
Sub-component 3.2 of the project has set up a program to purchase fuel wood from Ugandan landowners and supply it to persons with specific needs (PSN) within the refugee settlements in the project areas, as agreed with the Office of the Prime Minister (OPM) and United Nations High Commissioner for Refugees (UNHCR), and consistent with the Water and Environment Sector Refugee Response Plan. This will simultaneously stimulate farm forestry, provide an energy lifeline to the most vulnerable refugees to help them cope with increasing wood fuel scarcity, and reduce pressure on natural woodlands. The program will be scaled to provide about 50 percent of the wood fuel needs of PSNs. Firewood supply will be managed under separate sourcing and distribution contracts issued by the Ministry of Water and Environment (MWE), each divided into five geographic lots. Firewood will be purchased in bulk, using cubic meter stacks as measurement units. Reception, quality assurance, storage and distribution within the settlements will be managed by a team of supervisory staff and distribution clerks working through a service provider engaged by the MWE. The aim is to supply each PSN with 1 stacked cubic metre of fuel wood per year. Actual total volumes to be supplied will be determined based on the PSN numbers from the UNHCR
These will be complex operations across a wide area, with the potential for significant logistical and operational challenges. To mitigate against possible risks and to ensure adequate oversight, there is need for the MWE to have supervision and monitoring support at field level in the refugee settlements. The MWE shall therefore recruit five Fuel wood Monitoring Officers to provide this support, each attached to one of the geographic lots..

PURPOSE OF THE ASSIGNMENT
The overall objective is to ensure the smooth running of the firewood procurement and distribution operation to PSNs in the refugee settlements, by ensuring adherence of suppliers and distributors to contractual obligations and avoiding breaks in the firewood supply chain.
