CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Hoima and Kikuube Districts.
REQUEST FOR EXPRESSION OF INTEREST FOR VEHICLE LEASE (RFP-CUL-LD-00686)
To enhance operational support for company business operations in and out) of Kingfisher and surrounding areas, CNOOC is in search of a reputable and qualified contractor to provide a 5-year lease for 10 brand-new vehicles as folows
• Five (5) Station Wagons of 3,000 CC and below
• Three (3) Double Cabins of 3,000 CC and below One (1) 14-Seater Omnibus of 3,000 CC and below
• One (1) 30 Seater Omnibus.
Note: The aforementioned vehicles must be of the same brand, manufactured no earlier than 2022.
Please note further that the contractor shall provide the following services under the lease agreement
• At its sole cost, be responsible for all maintenance, repairs, change of tires, vehicle spare parts and accessories, and any vehicle related services when necessary, during the Term of the Agreement
• Provide Company with a replacement Vehicle in the event a vehicle is down for maintenance and repairs lasting for more than 24 hours.
• Provide rescue services upon Company's request in the event of accidents.
• Provide comprehensive insurance and other insurance policies as may be required by authorities.
• Provide fleet management system, including GPS tracking system, with full access to Venice at Company office.
• Be fitted with an in cab 1.5 kg fire extinguisher, filled first aid kit that complies with QHSE standards, two high visibility vests, two waming triangles, a heavy-duty towing cable, high quality jumper cables and a well-equipped tool box
Detailed SOW shall be shared in the call for tender documents (CFT) upon completion of prequalification exercise.
Minimum Requirements:
• Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector,
• Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards;
Performance and /or provision of similar services, in Uganda, East Arica or international
Suitably qualified and experienced personnel;
Operational capacity to provide the scope of services and equipment in a given раскара
Financial capacity to undertake the eventual contract,
Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda
Possession of relevant certification/licensing from national and international bodies
Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.
Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance
Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void
