(CONSULTANT SERVICES - SELECTION OF FIRMS) UGANDA IRRIGATION SCHEMES DEVELOPMENT PROJECT IN UNYAMA, NAMALU AND SIPI REGIONS, UGANDA WATER AND ENVIRONMENT SECTOR
CONSULTANCY SERVICES FOR ESTABLISHMENT OF SUSTAINABLE FARMER BASED MANAGEMENT ORGANISATIONS FOR NAMALU IRRIGATION SCHEME IN NAKAPIRIPIRIT AND SIPI IRRIGATION SCHEME IN BULAMBULI DISTRICT
Mode of Financing: Instalment Sale and ISFD Loan Financing No. UGA -1038
The Republic of Uganda has received financing from the Islamic Development Bank toward the cost of the Imigation Schemes Development Project in Unyama, Namalu and Sipi Regions, Uganda and intends to apply part of the proceeds for these consultant services.

The services include A) Stakeholder Engagement and Communication Grievance Redress Mechanism, Gender Mainstreaming, Gender Based Violence, Violence Against Children HIV/AIDS/Cavid 19; B) Establishment of Sustainable Farmer Based Management Organizations, Institutional Mechanisms, ICT Development for Irrigation Services; C) Capacity Development for Sustainable Institutional Management of Irrigation Services D) Participatory Irrigation Water Management (PIWM).

The Duration of the Consultancy Services shall be thirty-six (36) months which will coincide with construction of the Irrigation Scheme that is expected to last for two years and the extra twelve months shall be for the assessment and monitoring scheme management and farmers' performance responding to the gaps identified. The 36 months period shall constitute the pre-construction activities, during and post construction support which requires enough time (12 months) for follow-up support in management enhancement after the end of construction and handover of works.

The expected start date for the assignment is February 2024.

The Ministry of Water and Environment now invites eligible consulting firms ("Consultants") for a National competitive bidding to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
• Typical shortlisting criteria include,
• Experience in the country and/or similar geographical areas and similar project authorities
• The nature and history of the firm
• Practical experience in carrying out at least two (2) similar assignments in nature, scope and value in the last seven (07) years, in the areas of; Stakeholder engagement and communication.
• Participatory irrigation water management specifically in the development and establishment of imigation schemes management modelinstitutions Capacity development for sustainable institutional management of imigation schemes
• Presence of core personnel with appropriate qualifications and skills expertise in the activities/assignment elaborated above.

A firm will be selected in accordance with the domestic shortlisting (National Firms) and Quality and Cost Based Selection (QCBS) method set out in the Procurement Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019) and is open to all eligible bidders.

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the Procurement Guidelines"), setting forth ISDB's policy on conflict of interest

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
