JOB DETAILS:
The Senior MHPSS Officer will lead training, program design, fundraising, supervise partners and beneficiaries, and support all activities in Palorinya regarding PSS. The Senior PSS Officer will contribute to the vision for IsraAID in Uganda, in line with the organization’s established policies, principles and operating practices, as well as good management of the political, social, cultural & economic environment. The Senior PSS Officer will be supervised by the country Director, working in close collaboration with the Field Coordinator and Protection Coordinator. He/she will be responsible to:

Specific Responsibilities
• Program Management and capacity building
• Ensure that all programs, projects and activities follow the objectives, identifiable direct/indirect beneficiaries, and the impact-oriented implementation plan laid out by CD/PC
• Ensure effective monitoring and evaluation processes and procedures are followed for each program for the effective and ethical implementation of programs
• Ensure trainings and staff interaction are carried out in a responsible and professional manner for effectiveness and quality
• Use TOT methodologies within the training and conduct professional supervision to beneficiaries
• Implement psychosocial activities and Develop quality of mental health and psychosocial support interventions, embedded in public health programming.
• Conduct group meetings and brainstorming sessions with social workers, community facilitators for MHPSS related activities
• Train the CHWs and health workers on Mental health gap action program (MhGAP) and thinking healthy program (THP).
• Maintain effective working relationships with relevant partners including referral organizations community groups and other implementing partners;
• Produce timely progress reports, including both quantitative and qualitative information, on MHPSS
• Ensure regular supervision and monitoring activities at the village, district, and governorate levels. Share findings and recommendations with the supervisor.
• Collaborate and ensure with the rest of the team to exchange information that Israaid programs are responding to the evolving needs of refugees, and the host community.
• Program design and Fundraising
• Ensure all budgeting and administrative tasks in support of specific activities are followed up on and executed in line with Israaid financial policies.
• Provide support to the CD/PM to ensure the coordination and timely delivery of program activities
• Ensure implementation of activities follow the work plan timeline, and coordinate with CD/PM to mitigate challenges that arise
• Provide progress and financial reports as required by the government and IsraAID HQ, as well as accountability procedures as required by other organizations.
• Support the Country Director in funding raising, proposal writing and Other
• Human Resource Management
• Work with the Country Director to develop the staff wellness and psycho social education program for Israaid Staff members as needed.
• Supervise the psycho social support officer and ensure effective utilization and follow up of the referral pathway.
• Supervise and support social workers, community facilitators in providing psychosocial support and psychological first aid.
• Provide coaching and mentoring advice to trainees when necessary and lead initiatives to develop beneficiaries’ capacity
• Other duties
• As assigned by the Country Director to enable and develop Israaid programs.
• Willingness to work beyond working hours where neccessary

Required Essential Skills, Knowledge, and Competencies
• Bachelors or Masters degree in Psychology or Social work and social administration or the equivalent
• Minimum three years of experience in MHPSS activities and project design.
• Experience in implementing mental health programs at the community level
• Experience in monitoring and training staff and/or partner organizations; experience of handling staff desirable.
• Understanding of the social organization, and community health issues
• Good analytical and reporting skills
• Understanding budget management, fundraising and proposal writing skills.
• Excellent communication and interpersonal skills
• Computer skills literacy including Word, Excel, and PowerPoint
• Experience in a flexible approach to handling and prioritizing a high workload and multiple tasks in a fast-paced environment.
• Be able to work in a stressful setting and adapt quickly to changing environments
