STRATEGIC TOWNS WATER SUPPLY AND SANITATION PROJECT (STWSSP) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL CONSULTANT)

The Government of Uganda has received financing from the African Development Fund towards the cost of the Strategic Towns Water Supply and Sanitation Project (STWSSP). It is intended that part of the agreed amounts for these funds will be used for payments under a contract for consultancy services for the preparation of the Natural Resources, Environment, Climate Change, Land and Water Management (NRECCLW) Annual Programme Performance Report (APPR) for the year 2022/23 and facilitate the Annual Programme Performance Review for the NRECCLWM Programme 2023.
The services under this consultancy shall include:
• Plan the overall preparation process for the APPR 2022/23 (APPR 2023)
• Provide technical support to the Ministry of Water & Environment (MWE) directorates/departments/sector semi- autonomous agencies, Directorate of Land Management in Ministry of Lands, Housing and Urban Development (MLHUD); and Department of Disaster preparedness in the Office of the Prime Minister (OPM) during preparation of their respective sub- programme inputs (mini-reports) for input into the APPR 2023
• Consolidate and harmonize the respective sub-programme mini performance reports into a draft APPR 2023
• Consider and incorporate relevant comments/recommendations which will be made by the sector Development Partners, Local Governments and Civil Society on the previous year's (2022) performance report for the NRECCLWM Programme
• Facilitate the presentation and discussion of the draft APPR 2023 during an internal retreat of the programme partners for comments before finalization
• Harmonize and finalize the APPR 2023
• Prepare data sets used for the APPR 2023 for the ministry archives.
• Facilitate the preparation of presentations by the sub-
• programmes to the Annual Programme Review(APR) 2023 for the NRECCLWM Programme.
• Draft and finalize the Agreed Minutes (to be signed by the Lead Development Partner Representatives and the Permanent Secretaries, MWE, MLHUD with an outline of the major issues discussed and progress on the undertakings, and recommendations made during the APR 2023.
• Ensure that electronic copies of all presentations to the plenary and to the group sessions and/or papers including speeches are put on a flash disk and are properly labeled according to the respective sessions.
The preparation of the APPR 2025 will be based on draft inputs from the sub programmes with input from the Directorates of the MWE (Directorate of Water Development, Directorate of Water Resources Management, Directorate of Environment Affairs); and its IFB No: MWE/CONS/21-22/00040 semi-autonomous agencies (National Environment Management Authority, National Water and Sewerage Corporation, National Forestry Authority. Uganda National Meteorological Agency; and Non-Governmental Organisations in the water sector (Uganda Water and Sanitation Development NGO Network, and Environment & Natural Resources Civil Society Network, represented by Environmental Alert). In addition, input will be from the Directorate of Land Management under MLHUD and Disaster Preparedness under OPM.
Specifically, the services to be provided under this consultancy are also intended to enhance the existing cooperation and coordination between the Programme partners and other Programmes of Human Capital Development (HCD) and Agro Industrialisation where WASH and Water for Production are housed respectively.
The assignment is expected to be executed over a period of 3 (Three) months.
The Ministry of Water and Environment as the lead institution for the NRECCLWM Programme now invites individual consultants to express interest in providing these services. Interested Consultants must provide information indicating that they are qualified and have experience to perform the services (Le. brochures, description of similar previous assignments, experience in similar conditions preferably within Uganda, availability of appropriate skills etc). Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the "Procurement Policy for Bank Group Funded Operations Approved in October 2015, available on the Bank's website at http://www.afdb.org.
